This position is the IT program manager for multiple units within ISD responsible for outlining objectives, planning execution, managing work, and reporting on status. Those units include the Business Technology team who perform project management and business analysis for IT projects, Litigation Technology team who provide consulting and support for E-Discovery and The Research Center who provides innovative technology for legal research services.
Staff Management and Team Building are essential functions of this position. The incumbent will utilize and demonstrate effective management principles and performance management tools to create and maintain successful teams resulting in an environment where employees are values and respected. Additional they will provide leadership, mentoring, coaching and education to develop and maintain effective, well-trained teams based on performance standards.
The Business Technology Solutions Manager defines and implements project management and business analysis frameworks, templates, strategies and methods. The incumbent serves as a coach and mentor to project managers and provide oversights. Additional the position may server as a project manager on large AGO IT projects as needed.
Oversees and coordinates the internal operations of the Business Technology Program and is responsible for making recommendations to the Chief Information Officer for changes or adjustments to business processes within the division and implementation of any new policies, processes, or procedures. The expected outcome for this position is the delivery of agency-wide Information Technology solutions to AGO employees to solve litigation, data, and file management issues and business practices in a technologically safe environment. These solutions must result in staff efficiency and ensure that the AGO remains competitive in the practice of law.
This position requires a resource with leadership, supervisory, technical and project management experience in enterprise legal technology solutions. This position serves at the highest level authority within the Business Technology Program and has the responsibility for defining strategic visions and making decisions surrounding implementing and supporting innovations in legal technology that are not always clearly addressed in existing WA State, AGO, and division standards, policies, procedures and guidelines
This position reports to the Chief Information Officer, is a member of the ISD Leadership Team (ILT) and serves as a rotational back up the Chief Information Officer.

Bachelor's or higher degree involving a major study in information system technology, business, public administration or allied field. Equivalent professional experience can substitute for educational requirement.
Five years’ experience managing professional technology staff within state government or in a related field in private industry.
Three years’ professional work experience as a project manager leading successful, large-scale projects or Project Management Professional (PMP) certification.

Additional Salary Information: This is a WMS Band 2 position, with the salary dependent upon experience and qualifications, and are commensurate with comparable positions in the AGO. Although the salary will be set based upon experience, it is anticipated that the range of annual compensation will fall between $66,000 and $93,500 depending on qualifications.
