Knoxville Orthopaedic Surgery Center Position description: Executive Director TitleExecutive Director
Responsible for the administration and management of the day to day operations of Knoxville Orthopaedic Surgery Center (KOSC) including, without limitation, planning, organizing and directing all activities of KOSC according to its policies, procedures, philosophy, and objectives. Participates in financial and cost-containment decisions. Ensures that KOSC meets all related local, state, federal, and accrediting-body rules and regulations. Responsible for management of all aspects of the environment of care, personnel, materials/equipment, education of personnel, administrative duties, Performance Improvement, Infection Prevention and Risk Management. Coordinates and directs patient care in the facility according to adopted policies and procedures, state and federal regulations, and accepted accreditation standards. Promotes a favorable image of the facility to physicians, patients, insurance companies, and the general public. May delegate duties as he or she deems necessary. Reports directly to the OTN CEO and Governing Body.
Duties and responsibilities 1.Philosophy a)Supports KOSC’s ideology, mission, goals, and objectives b)Performs in accordance with the facility’s policies and procedures c)Follows the facility’s standards for ethical business conduct d)Conducts self as a positive role model and team member e)Recognizes patients’ rights and responsibilities and supports them in performance of job duties f)Respects patients’ rights to privacy, dignity, and confidentiality 2.General a)Participates in facility committees, meetings, inservices, and activities b)Recommends short- and long-term goals for the facility to the MEC Committee and Board of Directors c)Recommends action plan for attaining goals approved by the MEC Committee and Board of Directors d)Maintains oversight of facility and equipment to ensure cleanliness, sterility, and operational ability at all times e)Ensures the monitoring of the environment of care, including temperature, cleanliness, sterility, operational ability, ventilation, lighting, etc. f)Evaluates need for new/different items relative to competitive trends and needs of the community and facility g)Coordinates facility’s arrangements with contracted service providers (e.g., pathology, coding, environmental services, etc.). Completes annual evaluation of services provided. h)Maintains liaisons with professional ASC associations and incorporates new concepts, rules and regulations into appropriate facility procedures 3.Communication a)Communicates effectively and professionally with patients, visitors, physicians, and coworkers b)Interacts with others in a positive, respectful, and considerate manner c)Promotes effective communication among the facility’s clinical areas, business office, and physician practices 4.Financial practices a)Promotes cost containment and efficient use of facility resources b)Analyzes work area and makes recommendations for potential cost-effective improvements c)Oversees business office functions to maintain efficiency d)Monitors payroll and benefits programs for accuracy, timeliness, cost-effectiveness, and compliance with state and federal regulations. Approves payroll in Kronos system. e)Develops and implements annual capital and operating budgets f)Conducts cost analyses to promote cost-effective operations and reports findings to the Board of Directors g)Audits accounts receivable and accounts payable for timely collections and payments h)Works with Director of Managed Care to negotiate managed-care contracts and maintains positive communication with third-party payers i)Coordinates purchasing of equipment/supplies to provide optimum patient care within budget allowances 5.Compliance program a)Contributes to the progress and development of the facility’s adopted compliance program b)Performs according to established compliance policies and procedures c)Coordinates with Compliance Officer in implementing and maintaining compliance program 6.Performance Improvement program a)Contributes to the progress and development of the facility's adopted Performance Improvement program b)Performs according to established Performance Improvement policies and procedures c)Acts as Chairman on the Performance Improvement/Quality Council committee d)Ensures that Performance Improvement meetings’ schedule and agenda meet accrediting-body/licensure guidelines and ensures timely notification to participants e)Assists in the development and revisions of the Performance Improvement program, policies, and procedures f)Coordinates activities to promote Medical Staff/Medical Director involvement in the program g)Identifies needs of Performance Improvement program and submits request to the Board of Directors for necessary resources h)Evaluates suggestions, grievances, and processes objectively to identify ways to improve patient care and performance standards i)Submits CMS Quality Measures to Quality Net to ensure maximum reimbursement 7.Safety/Risk Management program a)Adheres to safety policies and procedures in performing job duties and responsibilities b)Works with the Safety Officer to resolve observed or suspected safety violations, hazards, and policy and procedure noncompliance c)Serves as internal Risk Manager and oversees the safety and risk management program, ensuring a safe environment for patients, Medical Staff, visitors, and facility employees d)Responds to emergency situations with competence and composure e)Verifies that OSHA requirements are met and that documentation is current f)Implements and manages emergency preparedness plan g)Ensures that fire/disaster drills are conducted according to state and accrediting-body guidelines and are documented in a timely manner 8.Professional competence a)Participates in continuing education and other learning experiences b)Shares knowledge gained in continuing education with staff c)Maintains membership in relevant professional organizations d)Seeks new learning experiences by accepting challenging opportunities and responsibilities e)Welcomes suggestions and recommendations 9.Personnel a)Implements approved personnel policies according to applicable state and federal laws b)Employs, counsels, and terminates employees as needed c)Completes or oversees evaluation process for all employees d)Oversees and contributes to the employees’ orientation and mandatory education program e)Directs inservice education programs with regard to purpose, content, and need; ensures staff attendance f)Maintains confidential personnel files according to state and federal guidelines (Personnel file, Education file and Medical Health file) 10.Medical Staff a)Maintains open line of communication with Medical Director b)Oversees Medical Staff/Allied Health Professional credentialing program c)Maintains confidentiality of Medical Staff/Allied Health Professional credentialing files 11.Regulatory a)Remains current on all applicable state and federal laws, rules and regulations, and professional and accrediting-body standards b)Submits required reports on a timely basis c)Develops, interprets, and implements policies, procedures, regulations, programs, and recommended practices to meet requirements of regulatory and accrediting organizations d)Reviews policies/procedures to ensure continued compliance with state, federal, and accrediting body rules, regulations, and standards 12.Marketing a)Suggests marketing plan to the Board of Directors, as necessary b)Assists in marketing to managed care entities as appropriate c)Assists in providing education to appropriate groups related to KOSC services Responsibility for assets1.Responsible for all assets of facility, including equipment, inventory, accounts receivable, accounts payable, manuals, documentation, employee files, credentialing files, and financial records 2.Responsible for protecting assets by ensuring appropriate levels of insurance 3.Responsible for protecting facility assets against loss 4.Responsible for ensuring that Medical Staff members provide adequate malpractice insurance Qualifications1.Cooperative work attitude toward co-employees, leadership, patients, visitors, and physicians 2.Ability to promote favorable facility image with physicians, patients, insurance companies, and general public 3.Ability to make decisions and solve problems 4.
