DUTIES: The State University of New York (SUNY) is seeking an experienced contract and procurement lawyer for a position as a Contracts Compliance Officer / Counsel at its Health Science Center of Brooklyn (Downstate) campus. This attorney will be expected to handle and oversee a broad range of contract and procurement issues related to a multi-faceted Academic Medical Center (AMC). This position also entails some degree of collaboration and coordination with SUNY's other AMCs at the Stony Book, Buffalo and Upstate campuses. In addition, this position reports locally to the Senior Managing Counsel at Downstate and the President, and to the SUNY Office of General Counsel in Albany. This attorney will be responsible for review, evaluation and recommended improvement of the infrastructure and work flow of the Department of Contracts and Procurement (C&P) including: assisting / coordinating in contract negotiations, conducting periodic performance reviews, troubleshooting and liaison with the NYS State Office of the Attorney General and the NYS Office of State Comptroller, development of a campus –wide training and education program, oversight of the coordination between C&P and Accounts Payable, capital and real estate leases, consultation with the local contract business owners (the departments) regarding their respective responsibilities, regulatory oversight (in particular MWBE and Project Sunlight) and will serve as Of Counsel on administrative committees per the President' designation. The successful candidate will have significant experience (preferably at least ten years) in New York State contract and procurement practice, policies and procedures, will have good writing and communication skills, knowledge of Academic Medical Center structures, and experience working with NY State contracts approval agencies, i.e. the Attorney General's Office and the Office of State Comptroller.
