Under limited direction, makes independent daily decisions and actions, regarding planning, organizing, coordinating, and managing a risk management, loss control, and occupational health and safety program; advises management officials regarding risk, loss control, and health and safety-related matters.

Administers departmental operations including risk management, safety, workers’ compensation, loss prevention/control, site inspections, claims management, unemployment insurance, alcohol and drugs, training, and program administration.
Develops, implements, and administers the risk management/safety and health policies and procedures; prepares and presents risk-related resolutions to management.
Receives, investigates, and adjusts retained tort claims; coordinates potential liabilities; represents the Company with claimants, adjuster, attorneys, and during claim’s mediation.
Coordinates with the insurance adjuster/outside attorneys regarding tort claims, law suits, and liability matters; evaluates appropriate settlement options. Takes necessary steps to recover losses caused by 3rd party.
Manages and/or tracks the drug and alcohol program, to include hiring, DOT random, post accidents, etc. Coordinates, with testing facility and Medical Review Officer. Prepares required quarterly/annual reports.
Coordinates and directs the unemployment insurance program, to include teaming up with Human Resources, on terminations and disciplinary actions. Submits reports to the State of Texas.
Develops and conducts loss control/safety inspection. Prepares and submits report to company owner and corporate controller. Collects and tracks necessary information to provide monthly, quarterly, and annual reports assessing loss history and data to effectively manage loss prevention and safety programs.
Assists and coordinates with outside ‘safety consultant company’ in collecting necessary investigation documents for the purpose of determining causation and review of safety procedures. Investigates accidents. Collects police reports. Advise company management of unresolved safety practices. Determines required legal postings and insures required posters are provided to location management.
Prepares annual OSHA 300/301 and insures completed forms are provided to location management for annual posting. Collects necessary workers’ compensation information necessary to complete annual reports.
Reviews contracts for liability and insurance requirements. Requests and maintains all required insurance policies and certificates of insurance (COI). Reviews and determines need for ‘additionally insured’ requirements on all COI.
Coordinates and assists corporate controller and broker on initial collection and review of insurance renewal process. Develops and maintains a positive and effective relationship with broker, insurance account executive, and insurance adjusters.
Advises and briefs the owner and management regarding risk programs and liability issues.
Manages and coordinates the company employee orientation and training activities in relation to safety practices, defensive driving, and medic first aid.
Coordinates the annual insurance renewal process and secures coverage for general liability, airport plane liability, property, equipment, and workers’ compensation.
Prepares and administers the departmental budget; monitors and authorizes expenditures related to claim settlement.
Attends and participates in a variety of meetings/training regarding risk, safety, loss control matters. Facilitates distribution of toolbox training publications.
WORKING ENVIRONMENT / PHYSICAL DEMANDS:
Work is performed in a standard office environment, field location, and involves light physical demands and frequent use of personal computers. Frequent travel to field construction sites and offices in metropolitan area. Infrequent out of town trips.
KNOWLEDGE AND SKILLS REQUIRED:

Bachelor’s Degree in Risk Management, Human Resources Management, Occupational Safety Management, or a closely related fields; AND five (5) year’s experience managing risk management operations; OR an equivalent combination of education, certification/training and experience. (Two years’ experience for every year of college or similar equivalent certification/training and experience.)
Certification as an Associate in Risk Management (ARM) and/or Associate in Claims (AIC) issued by the Insurance Institute of America would be a strong plus. Also OSHA 30 hours course would be a plus. A valid Driver’s License and good driving record is required.
Bilingual in Spanish and English, both verbal and written, required.
