Responsible for providing professional legal advice to the City Council and City staff, as well as ensuring professional representation for City departments and employees in civil and criminal cases. The work is performed under the general direction of the Mayor and City Council. Supervision is exercised over a part-time Assistant City Attorney and Administrative Assistant. The nature of the work performed requires City Attorney to establish and maintain effective working relationships with City Council, city employees, business and community groups, court representatives, State and Federal officials, representatives of the media and the public. The principal duties are performed in a general office environment.
ESSENTIAL JOB FUNCTIONS
Strong communication and interpersonal skills to explain complex legal concepts in lay terms, and must be free of political or personal bias. The advice given must be the City Attorney’s best professional opinion, not be tailored to the requestor.
Attendance at Council Meetings, Park Board Meetings, Planning and Zoning Meetings and other meetings as required; provides legal opinion during routine, special and executive sessions.
Oversees Human Rights Commission and ensures representation at meetings.
Responds to citizens’ questions and comments in a courteous and timely manner.
Prepares ordinances, rules, and regulations as requested by the Mayor and City Council.
Ability to attend meetings at Scott County Courthouse, City Hall or other locations as needed.
Performance of duties mandated by City Code.
Reviews all submitted materials for Council Agenda.
Prepares written and oral opinions on questions of law submitted by the Mayor and City Council, City Administrator and Department Heads.
Serves as legal advisor to the Elected Officials, Boards and Commissions, Department Staff.
Participates in personnel management decisions, grievance administration, union negotiations as requested.
Negotiates, drafts and reviews contracts, resolutions, and ordinances.
Represents the City and its employees in judicial proceedings as required.
Attends conferences, workshops, and meetings to become and remain current on legal practices and new developments.
Responsible for the management of the Legal budget.
Presents a positive and professional image of self, department, and City to citizens.
NON-ESSENTIAL JOB FUNCTIONS
Performs related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
Education and Experience: Graduation from an accredited college or university with a Law Degree; and minimum five years practice of law. Admission to Iowa Bar or ability to join the bar within 90 days of appointment. Preference is given to prior municipal experience. Must become a Bettendorf resident (proper) within six months of appointment.
Interpersonal Skills: Requires the ability to communicate effectively both verbally and in writing. Must be able to establish and maintain working relationships with others, and deal effectively with people of all levels. Ability to perform duties with integrity.
Working Conditions: Work is generally performed in a normal office environment. Work involves attendance to meetings in the day, evening and weekends; holidays as required.
The City Attorney position is full time with the City of Bettendorf – due to job duties and required meetings in the evening and weekends, the applicant is expected to solely work for the City and not have private outside employment. Private outside employment may also cause a conflict of interest while performing duties as the City Attorney.
The City Attorney reports to the Mayor and City Council and is considered a department head position and therefore applicant is required to become a Bettendorf resident (proper) within six (6) months of the date of appointment.
