Summary of Duties:
This position coordinates, plans, and manages legislative activities impacting the Iowa Judicial Branch.
Positions in this classification are responsible for representing the Iowa Judicial Branch before the Iowa Legislature. Responsibilities include developing and maintaining relationships, analyzing, monitoring and reporting on legislative, budgetary, or program initiatives which affect the judicial branch’s programs, operating procedures or policies. This position reports to the State Court Administrator and may have supervisory responsibilities over other employees, volunteers or interns.
Plans, develops, and coordinates legislative activities on behalf of the Iowa Judicial Branch.
Performs lobbying activities, develops and maintains legislative relations to support successful passage of judicial branch legislation, protect judicial branch interests and advancement of the judicial branch mission.
Provides effective consultation to judicial branch staff in defining and implementing year-round legislative strategies.
Demonstrates an understanding of judicial branch’s programs, trends and priorities, target audiences, appropriate goals, and success indicators.
Develops strategies to achieve legislative goals, develops and defends legislative position, and coordinates legislative testimony. Attends, actively participates and may lead legislative committee and informational meetings for the judicial branch.
Will testify before the legislature on important issues.
Represents the judicial branch to the public, public and private agencies; responds to/resolves difficult or complex inquiries and complaints.
Assists judicial branch staff in translating legislative needs into appropriate legislative language.
Creates and makes presentations to a wide variety of audiences.
During the legislative session, prepares for and meets regularly with State Court Administration to discuss and support status of legislation.
Establishes an effective process for monitoring legislation proposed during the legislative session.
Reports on legislative progress of bills of note to internal department constituencies, such as judges, clerks and juvenile court services.
Reviews/develops pertinent legislative proposals and works with designated staff to determine impact.
Works with state court administrative staff in developing implementation plans for new laws.
Attends meetings and training as required.
Occasional travel is required.
Performs other duties as assigned.
During the off session, this position reports to the State Court Administrator and may lead and participate in various projects and provide legal counsel and analysis on various topics as assigned.
Graduation from an ABA accredited law school with a Juris Doctorate;
Admitted and licensed to practice law in Iowa with a minimum of five (5) years’ experience in Iowa or other state or District of Columbia is preferred.
Three years’ experience in a governmental affairs, legislative relations, or role with comprehensive legislative analysis or related experience is highly preferred.
Additional Salary Information: This position is in pay grade 39 and is also eligible for the State of Iowa robust benefit package.
