The Risk Manager is responsible for managerial and administrative work in planning, organizing, managing, and coordinating an insurance and risk management program for Hillsborough County government. This includes the management of comprehensive insurance programs, occupational safety programs, loss control and loss prevention programs, and auto, general liability and property claims adjusting and resolution. The duties of the position are complex and will require a self-motivated individual capable of using independent judgment and running their own shop.

DUTIES AND RESPONSIBILITIES
Provides superior customer service to citizens
Coordinates with County departments in the development and monitoring of safety programs
Evaluates, settles, and processes auto, property, and liability claims
Coordinates claim processing with the County’s third party administrator
Handles the receipt of insurance certificates including the determination of appropriate policy limits
Analyzes and reports on claim results for the purpose of enhancing loss control activities
Supervises and develops Risk Management section staff
Provides safety training for County staff
Investigates and acts on employee safety concerns when appropriate• Runs Claims Committee meetings
Responds to and investigates major accident scenes involving County employees or activities
Identifies and assesses risk and exposure in all phases of the County’s operations
Implements strategies to manage insurable and/or hazard risks
Directs the purchase of insurance programs and policy renewal process
Maintains a complete inventory of all insurable County assets
Makes recommendations regarding insurance coverage and insurance requirements
Interacts with the County’s insurance consultants, attorneys, insurance brokers, Commissioner’s Offices, third party administrator, department directors, senior management, and other appropriate parties
Stays current with professional certification requirements and industry trends through attendance at professional education seminars, relationships with outside counterparts, and other means
Maintains a comprehensive set of Risk Management policies
Performs other related duties as required
Experience in the application of risk management principles and practices, insurance coverage, occupational safety, loss control and prevention, and claims and settlement management
Knowledge of federal and state laws, rules, and regulations
Knowledge of commercial law, including liability, worker’s compensation, and contract law
Ability to analyze and resolve complex situations
Skilled in organizing and managing a high volume claims environment
Patience, compassion, and skill in communicating with claimants while also making decisions that are in the best interest of the County given the facts involved in a given situation
Proficient in developing reports that are useful in evaluating the County’s risk environment
A strong communicator that is supportive of County department safety initiatives
Ability to plan, organize, and supervise the activities of section staff
Strong decision-making skills combined with the ability to make decisions in a timely manner

Health Plan: The County pays towards health insurance premiums for all employees. Employees can select from three health care plan options. Coverage is effective the first of the month following 30 days of employment.
Dental Insurance: Employees are eligible to enroll in the dental coverage and choose from four options: High DMO, Low DMO, a network Open Access Plan, and a PPO. Coverage is effective the first of the month following 30 days of employment.
Vision Care: Employees and their dependents are eligible to enroll in the vision coverage. Co-payment coverage includes exams, lens and frame, as well as an allowable contact lens expense. Coverage is effective the first of the month following 30 days of employment.
Employee Assistance Program: This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.
Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
Holidays: Employees receive up to 12 paid holidays per year.

Bachelor’s degree in Business or Public Administration, Risk Management, or a related field; and Ten years of experience in risk management, occupational safety, loss control or loss prevention programs, and claims management, which includes five years of supervisory or management experience.
Various combinations of education and experience can be substituted.
