The Office of the Vice President & General Counsel of Johns Hopkins University seeks applications to fill a new position of Associate General Counsel that will focus primarily on supporting the University’s global footprint in education, research, clinical care, service and consulting.This exciting opportunity is located at the Homewood campus in Baltimore, Maryland.
The University’s Office of the Vice President & General Counsel provides legal counsel and representation to the University and all its schools, divisions, affiliates, and related entities. The Office serves the legal needs of University trustees, officers, deans, directors, faculty, and staff in their official capacities. It also is responsible for hiring and managing all outside counsel to represent the University.
The Associate General Counsel will assist in the University’s international transactions, activities, registrations, contracting, employment, tax, human resources and other issues, as well as supporting the University’s international campuses in China and Italy.The Associate General Counsel will provide legal advice and recommendations on a wide range of legal and compliance matters, including but not limited to:
Supporting the University’s international education, research and service activities, including research projects and educational campuses outside of the United States, and advising on related compliance, employment and operational matters.
Assisting with and advising on international tax matters, including income tax, value added tax and employee withholding and social welfare payments.
Assisting with and advising on the hiring and management of third country and host country nationals, as well as the deployment of US employees to international locations.
Assisting with and advising on foreign registration issues.
Assisting with and advising on the creation, management and governance of foreign offices and entities.
Identifying, retaining, working with and supervising international counsel and coordinating the dissemination of legal advice from international counsel to appropriate JHU offices.
Reviewing and assisting with the negotiation of contracts, memoranda of understanding and other agreements and legal documents related to the University’s international activities.
Preparing, reviewing and/or approving powers of attorney and other legal documents as may be needed to support the University’s foreign campuses, activities and projects.
Advising on the application of US laws to the University’s foreign activities and campuses.
Assisting with the assessment and management of risks relating to the University’s international activities.
Coordination of legal agreements and arrangements with affiliated entities to facilitate the conduct of international University activities, including partnering with Johns Hopkins Medicine International, LLC.
Assisting with the development and implementation of University policies and processes related to international activities and operations.
Participating on and being an integral part of various University committees and working with the University’s various offices that oversee and support the University’s international activities, including the Provost’s Office, the Office of International Business Support, Human Resources, Office of International Services, the Office of the Controller, and the Treasurer’s Office.
JD from an accredited law school.
Minimum of 5 years’ experience practicing law in relevant legal areas with a preference for prior experience representing institutions of higher education.

The successful candidate will work collaboratively with other attorneys in the JHU Office of General Counsel and will have the ability to readily spot issues and synthesize multiple legal considerations into pragmatic and actionable advice.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.
The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
