The Department of Environmental Protection's (DEP) mission is to enhance the quality of life in our community by protecting and improving Montgomery County's air, water and land in a sustainable way while fostering smart growth, a thriving economy and healthy communities.
DEP's Division of Solid Waste Services is seeking a Program Specialist II (Recycling Investigator) to investigate, document and resolve solid waste and recycling issues concerning commercial properties, including businesses, non-profit organizations, as well as government facilities to ensure compliance with Montgomery County's solid waste laws and recycling regulations.
Duties include but are not limited to:
Evaluate complex situations, interpret laws and regulations, and apply them to situations to determine whether compliance issues and violations exist. Whenever compliance issues and violations exist, the employee will develop and provide remedies which when implemented ensure compliance with all applicable laws and regulations.
Work with commercial property owners/managers, business owners/managers, haulers/collectors, processors, and/or employees, as necessary and appropriate, to achieve compliance.
Educate responsible persons on compliance issues, and must be able to clearly explain violations, as well as specific remedial actions which must be taken in order to achieve compliance. If mediation efforts fail to result in compliance, stronger enforcement measures will be taken, and notices of violation and citations will be issued by the employee.
Prepare and document all cases pertaining to investigations and enforcement action(s), consult/coordinate with the Office of the County Attorney, and be prepared to participate in court proceedings if cases proceed to Court for adjudication.
The employee will have regular interactions with property owners or management representatives, and business owners/managers/employees to resolve compliance issues and increase recycling achievement. Employee must be able to interact tactfully and present him/herself in a professional manner with a range of audiences in all situations, including ones which may at times be contentious.
Employee will be REQUIRED to perform early morning and/or nighttime surveillance when necessary and attend/participate in meetings and/or community events and activities which can occur during early morning, evening and weekend hours. This position requires possession of a valid driver's license and the ability to drive a County vehicle to conduct and attend meetings and presentations, perform work at locations outside the office, and participate in other work-related duties.

If the candidate selected for this position possesses multilingual skills, he/she will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. For Advanced proficiency, the candidate must also pass an examination requiring translating text from other language to English and vice versa.
