Posting Salary: Recommended hiring salary range is $110,000.00 to $140,000.00, commensurate with experience.
Position Summary: Technical leader who provides labor relations guidance to all levels within the organization, utilizing specialized labor relations expertise within area of responsibility to resolve highly complex issues in creative and effective ways. Internal and external contacts often pertain to significant labor relations programs and objectives.
Normally receives little direction on assignments. Serves in a lead capacity, providing guidance to other professionals in department.

Duty 1: Represent the organization in agency proceedings, arbitrations, bargaining and grievances.
Advise organization managers and human resource professionals on labor relations and employment law implications relating to highly complex individual and organization-wide issues or courses of action.
Contribute to the development of model contract language that can be used by negotiators covering any matter included in a labor agreement.
Collaborate with negotiators to identify anticipated union issues and possible UC responses - both in advance of negotiations for strategic planning and during negotiations as new issues arise or bargaining dynamics require.
Provide strategic bargaining objectives that best ensure efficient and effective collective bargaining processes resulting in labor contracts between the University and the unions:
Represent the organization and guide local negotiations in various bargaining sessions as a participant in system-wide bargaining; has authority to commit organization to system-wide agreements.
Work with senior management to recommend organization position on settlement options.
Participate in management of local labor relations for UCOP including advising managers and supervisors regarding obligations under applicable collective bargaining agreements and participating in grievance, arbitration and unfair labor practice administration.
Serve on bargaining team as necessary - maintain close involvement in negotiations throughout the process.
Assist with contract implementation following ratification of negotiated agreement.
Represent the organization as an advocate in system-wide arbitration hearings.
Work independently with general counsel and local management to ensure that negotiation objectives comply with strategic goals and applicable laws and regulations.
Independently represent the University and interact with external parties such as attorneys, consultants, and vendors, as necessary.
Apply advanced understanding of labor relations concepts to pursue the organization's objectives at the bargaining table; has authority to make binding agreements with local unions, utilizing an understanding of organization goals and priorities.
Oversee incorporation of team solutions into bargaining parameters and language; collaborate with Negotiator on development of parameters to ensure consistency with UC strategic objectives.
Establish and maintain on-going rapport with union leadership to understand contract application concerns and ensure early resolution when possible; and comprehend union strategic objectives and work with unions to determine possible harmonization into UC strategies. Function:1 Percent: 60
Duty 2: Work in a highly collaborative manner with diverse client groups across the organization, external contacts of significance, and members of UCOP HR management at all levels on various issues; advise UC colleagues of requests for information and other projects and topics.
Drives final resolution of escalated and/or exceptional policy issues; ensure compliance with policy intent; oversee UC compliance with academic contracts: -Initiate appropriate action and coordination to resolve significant, escalated or exceptional policy issues.
Promote internal and external organizational teamwork using collaborative problem-solving skills.
Coordinate with appropriate campus representatives and Directors of Policy and/or Programs to assess course of action; establish and serve on teams to research and develop appropriate UC bargaining goals including UC bargaining strategies and objectives, the issues to be covered, the language goals and parameters, and the balance between management rights and employee rights.
Responsible for administering highly complex collective bargaining agreements and for interpreting the agreements. Provide clear and timely implementation documents for represented staff and or academic employees that meet the operational needs of the University
May lead a team to build consensus in a collaborative manner among diverse entities (for example, organization management, employees, union representatives). Function:2 Percent: 20
Duty 3: - Identify contract issues requiring research, development and decision-making, covering the full span of HR issues, (e.g., discipline, hours of work, etc.) and potential incorporation into long-range strategy and/or negotiations objectives, and campus application. - Lead and/or participate on teams to address issues as appropriate. - Recommend necessary changes to LR Director and appropriate Academic Administrators regarding contracts covering academic units. - Oversee implementation of approved policy changes and labor agreements.
Upon request, manage special projects as assigned, including chairing special work groups that result in long-range decisions affecting represented employees.
Develop and maintain familiarity with market and HR trends and recommend changes to policies and programs. Function:3 Percent: 10
Duty 4: Manage development of University-wide policy and contract policy and contract implementation materials and programs regarding the interpretation and application of policy and labor agreements. Approve final UC position on University-wide grievances and appeals to arbitration filed by represented academic employees or the academic unions, as drafted by consultants; provide oversight and guidance to consultants in this area, participate in remand/retain decisions, and provide arbitration case management including recommending UC advocate.
Working with the University Negotiating teams, internal and external counsel, and assigned location representatives, assist in coordinating strike related planning and action with functional area.
Provide managerial support for HR professionals on labor relations matters at assigned locations: Provide expert policy and contract guidance to local representatives to best ensure local compliance with strategic goals set forth in policies and as achieved through contract negotiations: - Provide day-to-day expert guidance about the intent of applicable policies and contracts. - Obtain working understanding of commitments made at the bargaining table in the achievement of strategic objectives, and incorporate into training materials and compliance analysis. Develop contract administration guidelines/manuals to best ensure consistent application of negotiations intent.
Manage various professional and support staff in the completion of unit work. Works to build work processes, cross-train pool members, provide feedback for performance evaluations, and build professional skills.
Identify and provide the necessary oversight of individuals' work required to ensure timely and accurate completion.
Identify need for mentoring and training of professional and support staff, to best ensure excellence of staff performance and to assist staff achieve desired career development. Function:4 Percent: 10
Job Requirements Bachelor's degree in related area and/or equivalent experience/training.
Possesses advanced analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
Demonstrates advanced knowledge of organizational policies and procedures; advanced knowledge of functional area and understands how work impacts other areas in Human Resources and the organization.
Has advanced knowledge of labor/employment law and the principles and techniques of labor negotiations.
Demonstrates strong communication skills both written and oral that will be reflected in contract negotiations, drafting contract language, responding to union information requests and union grievances.
Demonstrates strong quantitative skills and an ability to use Excel effectively
Demonstrates advanced knowledge of the principles of advocacy in order to represent the organization in complex and sensitive dispute forums.
Has advanced knowledge of applicable state and federal laws and court decisions regarding labor employment related matters.
Possesses specialized knowledge within labor relations field.
Demonstrates skills necessary to bargain and represent the organization's interests effectively. Required
