POSITIONSUMMARY: Assists in administering all aspects of the Non-Certificated Employees Retirement Plan (NCERP) as directed by the Non-Certificated Employees Retirement Plan Committee in collaboration with the Manager, Compensation & Benefits; ensures compliance with governmental regulations; facilitates communication regarding the Plan; administers claims processing and control; maintains individual and Plan records. Administers all aspects of Public School Retirement System of MO (PSRS), including but not limited to determining eligibility, ensuring compliance; reviewing & balancing contributions; reviewing service credit; performing technical analysis for both individuals and totals; maintains PSRS records.
Assures compliance with governmental regulations; prepares reports, documents and applications required by law to be filed with federal and state agencies; reviews and analyzes changes in state and federal laws pertaining to all retirement benefits and reports necessary or suggested changes to management.
Facilitates communication with participants and retirees regarding the NCERP; conducts workshops to familiarize employees with Plan provisions; handles inquiries and complaintsensuring prompt and courteous resolution; publishes an updated handbook as warranted and publishes a newsletter for all participants and retirees.
Prepares proposed annual budget and assists in monitoring this budget; prepares agenda for quarterly Retirement Committee meetings; attends Retirement Committee meeting and facilitates the completion of meeting minutes.
Prepares and executes, with appropriate consultation, changes to the Plan document; coordinates service with consultants and others such as auditors, actuaries, attorneys and Internal Revenue Service representatives.
Facilitates claims processing and controls including: verification eligibility; preparation of estimated benefit calculations and cost of living adjustments; preparation of tax calculations; verification of beneficiaries; and tracking activities related to active, retired, terminated and deferred vested participants.
Prepares and forwards the required documents to the trust company for retirees and for refund of contributions for terminated employees.
Maintains the Non-Certificated Employees Retirement Plan website.
Conducts orientation briefings for all new certificated and non-certificated employees.
Conducts personal consultation sessions with projected NCERP retirees, participants who are separating from the College District, and other participants when requested.
Performs technical analysis: creates, processes, monitors and reports transactions in the areas of finance, accounting, payroll, legal, actuarial, and data processing.
Maintains individual and Plan records; monitors automated reporting system; assures completeness, accuracy, accessibility, and confidentiality of all records.
Explains Public School Retirement System (PSRS) to new and newly eligible employees; serving as the contact for employee and retiree PSRS inquiries.
Determines eligibility of employees for PSRS placement and may work with other Community Colleges and K-12 employers to coordinate employee eligibility.
Reports all active employee and PSRS working retiree contributions, makes manual updates and corrections, and reports terminations into OASIS.
Act as the primary liaison between PSRS and STLCC, responds to PSRS representative inquiries, and attends bi-annual PSRS training and conferences.
Completes the annual GASB-68 report.
Explains the 403(b) and 457(b) annuity programs; serving as the primary contact for employee inquiries and enrollment assistance.
Performs duties as assigned by the Non-Certificated Employees Retirement Plan Committee in collaboration with the Manager, Compensation & Benefits.
five (5) to seven (7) years of relevant experience in Human Resources/Finance/Payroll; preferably in defined benefit plan administration, and excellent oral and written communication skills.
