Reporting to the Vice President for Human Resources, the Associate Vice President for Compliance and Labor Relations serves in a key leadership role overseeing the University’s compliance with federal, state, and local employment laws and regulations, as well as diversity/inclusion best practices. The Associate Vice President for Compliance and Labor Relations serves as the University’s Title IX Coordinator. The Associate Vice President for Compliance and Labor Relations leads a team of directors responsible for Diversity & Inclusion, Human Resources for University Facilities and Labor Relations, as well as a Compliance Assistant. The Compliance and Labor Relations Team spearheads and develops training programs, implements best practices, and leads the University’s EEO/Affirmative Action compliance initiatives.
The Compliance and Labor Relations team collaborates with University employees to deliver a broad range of services to address: employee performance; application and interpretation of labor contracts; application and interpretation of various federal and state laws; mediation and investigation of complaints brought against University employees; compliance-related training and prevention; and EEO/Affirmative Action best practices for all stages of employee recruitment and retention. The Division of Human Resources is a 30-person organization providing benefits, classification & compensation, diversity & inclusion, labor relations, payroll, and talent acquisition services to approximately 4,600 full-time and part-time employees.
Overseeing compliance functions under various federal, state, and local EEO laws, including but not limited to the ADA, Title IX, Title VII, EO 11246, Section 504, ADEA, EPA, FMLA, FLSA, USERRA, as well as the development and implementation of policies, training, and outreach strategies related to same Conducting investigations and/or overseeing investigations of University employees (or affiliates) alleged to have violated a university policy, or applicable state or federal law Spearheading University-wide Title IX compliance, including ongoing guidance to investigators and the University’s Deputy Title IX Coordinator within the Dean of Students Office regarding investigations, case management, and accommodations Designing gender-based conduct training and other prevention programs in partnership with the Deputy Title IX Coordinator Developing, updating and implementing applicable compliance and human resources’ University policies Preparing and updating the University’s Affirmative Action Plan, ensuring compliance with related reporting requirements, and maintaining productive relationships with enforcement agencies Preparing internal recommendations and reports, and drafting formal responses to DOE, EEOC, DOL, and OFCCP inquiries/charges Monitoring federal and state judicial, legislative, and regulatory developments impacting EEO and affirmative action and providing guidance on such topics to University administrators Collaborating with University leaders to identify and deploy strategies to increase the recruitment and retention of diverse faculty and staff Guiding and training the University regarding recruitment best practices designed to enhance efforts to recruit and retain diverse candidates Overseeing analysis of data, cases and practices to advance University’s commitment to EEO and affirmative action Providing managerial leadership to the Director of Diversity Inclusion and Compliance Assistant
In consultation with the Vice President of Human Resources, the Associate Vice President provides leadership for the application of AFT, CWA, IFPTE, NJSOLEA, NJLESA, PBA-SLEU, and AFSCME collective bargaining agreements to University operations Consulting with and advising University managers on the interpretation and application of collective bargaining agreements to day-to-day operations Providing managerial leadership to the Director of Human Resources for Universities Facilities, and Director of Labor Relations Collaborating with State of New Jersey Office of Employee Relations, Attorney General and other State of New Jersey colleagues to address union grievances, arbitrations, and other contractual matters Preparing written responses and representing the University in union grievances, arbitrations, and contractual matters Collaborating with University Counsel, as required Performs other duties as assigned
Law degree from an ABA accredited law school Minimum of five years in position directly related to the duties and responsibilities of this position Managerial/supervisory experience Experience conducting internal investigations, preparing and implementing affirmative action plans and EEO policies, and drafting position statements and related communications to federal and state enforcement agencies Comprehensive knowledge of federal and state laws, regulations, and executive orders pertaining to affirmative action and equal employment opportunity (ex. Title IX, Title VII, EO 11246, ADA, Section 504, ADEA, EPA, FMLA, FLSA, USERRA) Strong critical and analytical thinking; ability to identify and frame issues in a business context, synthesize qualitative and quantitative information, and draw insightful conclusions Superior proficiency with the Microsoft Office (Excel, PowerPoint, Word) Superior written, verbal, and interpersonal skills
