Posting Salary: The recommended hiring range is: $70,000 to $85,000. Commensurate with experience.
Position Summary: Uses skills and experience as a seasoned, experienced professional, with a comprehensive understanding of employee benefits practices, the University of California Retirement Plan (UCRP), and University policies and procedures. Demonstrates independent judgment and critical thinking skills in selecting methods and techniques for obtaining solutions and developing recommendations relative to employee benefits programs where analysis of situations and data requires a review of a variety of factors. General instructions may be provided on new assignments, projects and initiatives.
The Retirement Administration Service Center (RASC) supports members of the University as they transition into retirement and with life events beyond work (including UCRP retirement income, UCRP disability income, survivor benefits and UC-sponsored health and welfare benefits). The RASC provides plan members, employees, retirees and their eligible family members, survivors and beneficiaries, information they need to understand their options, make informed decisions and effectively manage their benefits.
Under the general direction of a Benefits Supervisor or Manager, the incumbent supports all areas within the RASC and functions as a lead. Demonstrates effective teamwork and supports the management team in implementing change. Duties may include the processing of all work including complex financial and demographic transactions, analyzing reports, resolving issues, reconciling financial transactions, participating on operational process reviews, editing written procedures and performing audits to ensure compliance. Provides subject matter expertise in support of a variety of special projects and participates on projects related to areas of expertise and/or unit responsibilities. Seeks opportunities for continuous process improvement.

Duty 1: Responds to routine to highly complex oral and/or written inquiries and requests from customers (includes retirees, employees, local benefits offices, and other internal and external organizations and individuals) regarding UCRP Retirement, Survivor and Special Claims, UCRP Disability and/or Liberty Mutual Disability benefits and health and welfare benefits. Resolves complex service credit issues (e.g., sick leave conversion, counseling on buyback decisions).
Provides UCRP disability cross-over counseling. Counsels members and responds to inquiries regarding Power of Attorney (POA) setups. Function:1 Percent: 25
Duty 2: Counsels active employees on retirement and provides document services for the retirement election process. Responds to and resolves all health related inquiries including Medicare and Medicare Age-In. May provide counseling and case management services as a health care facilitator. Function:2 Percent: 25
Duty 3: Prioritizes work assignments, conducts analysis on a broad range of benefit programs and develops recommendations. Provides complex and high level research, analysis, problem solving, written and oral communications and report preparation in response to customer benefit program inquiries. Function:3 Percent: 20
Duty 4: Serves in a lead capacity, providing guidance and direction to other team members, and responds to escalated cases. Trains other team members on UCRP benefits processing and counseling, which may include active retirement counseling. Develops and delivers training (e.g. multi-tier benefits, buyback, disability crossover) and conducts quality assurance reviews to ensure compliance with unit standards. Supports the management team in achieving service level and performance goals. Function:4 Percent: 15
Duty 5: As a center of excellence, the expectation is to proactively identify opportunities for process improvement, improved training and communication for internal and external benefits professionals. Shares expertise effectively with other staff members. Conducts workshops and revises/updates workshop materials as appropriate. Influences and shapes employee benefit programs through participating on or leading workgroups and special projects. Develops and maintains procedures, letter templates and case instructions as required. Participates in special projects and workgroups as a subject matter expert. Function:5 Percent: 15
Job Requirements Bachelor's degree in related area and/or equivalent experience/training. Minimum of 3 years of job related experience.
Possesses analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
Possesses in-depth knowledge of all benefit programs in order to provide information and interpretation. Applies knowledge to determine appropriate treatment of unique and/or complex situations.
Demonstrates strong oral and written communication skills to effectively compose correspondence and communicate ideas, policy and benefit program guidelines to a varied constituency across the UC community and to external third parties. Demonstrates a strong customer service orientation. Possesses strong group presentation skills.
Leverages excellent quantitative and analytical skills to perform, analyze and audit complex benefit calculations within unit deadlines.
Experienced at mentoring and/or sharing knowledge with other staff members in a tactful, respectful and effective manner. Demonstrates UC's principles of community.
Works in a collaborative manner with others across the organization to prioritize and complete multiple assignments on time. Demonstrates effective teamwork and leads change initiatives in support of the management team. Required
Has in-depth knowledge of organization policies and procedures; knowledge of functional area and understands how work may impact other areas.
Knows the University's employee benefits function and other areas of human resources.
Applies in-depth knowledge of regulations in order to assure compliance with UCRP and Regulations, UC policy, and pertinent Federal and State regulations including FMLA, Medicare, COBRA, HIPAA, the IRS Code, Probate Code, privacy laws, generally accepted accounting principles (GAAP) and other relevant rules and regulations through application of appropriate controls.
Comprehensive and thorough historical knowledge of the UCRP plan document, operational procedures, membership types, impacts of offsets, and how they impact a division of benefits under the plan and QDRO requirements. Preferred
