Provides highly expert and technical legal counsel focusing on complex regulatory matters related to electric utility operations, including but not limited to environmental, safety and reliability compliance. Provides sound, business savvy legal advise in a number of other areas that could include legislative and regulatory proposals and proceedings before state agencies. Will actively identify and logically assess potential legal risks in ambiguous, unique, and/or complex business situations. The position will report directly to a Senior Attorney
This position is a non-Civil Service (at-will) position with a salary range of: $116,769 - $154,668

Major Duties & Responsibilities
Structures, drafts, analyzes and negotiates a wide range of complex regulatory matters before the State Air Resources Board, the Energy Commission and the Public Utilities Commission, and before local and regional agencies. Takes the lead role in proceedings that are extremely complex, strategic and sensitive in nature. Understands the business group's position and needs. Considers the long-term business and strategic consequences of possible outcomes
Works collaboratively with all business groups with a special emphasis on utility operations and assets, and environmental, safety and reliability requirements. Creates practical and effective solutions to legal issues with no established precedent; develops creative solutions to unique legal problems
Represents SMUD in disputes before various federal, state and local administrative agencies. Manages outside counsel and prepares or oversees preparation of all aspects of the proceeding. Presents reports and analyses of the final resolution to management
Reviews, drafts and provides analysis regarding legislative and regulatory proposals that could impact electric safety, reliability or operations.
Supports the achievement of business unit objectives in a fiscally responsible manner; assists in administering the department budget by participating in planning, monitoring and revising schedules, work plans, expenditures and assignments
Ensures assigned work activities successfully contribute to the business unit and SMUD goals and objectives; plans, coordinates, prioritizes, monitors, guides, reviews and conducts work activities associated with department internal/external projects in accordance with established task objectives and schedules.
Represents SMUD in legal and regulatory proceedings, and ensures that SMUD activities support SMUD's strategic objectives and are in compliance with applicable laws and regulations
Education:Juris Doctor from accredited law school and membership in good standing in California bar
Experience:Three (3) to five (5) years of progressively responsible relevant work experience as regulatory or environmental attorney preferably with significant experience in energy and environmental mandates
Requires license to practice law in federal and California state courts
Experience in climate change and carbon reduction policy, or utility infrastructure safety and right of way matters is a plus
Superior oral and written communication skills for contacts with all levels of management and clients, exceptional research skills, and strong interpersonal and collaboration skills
Ability to provide clear legal advise through logical analysis of ambiguous situations
Ability to lead, initiate, organize and coordinate complex projects and/or cases that cross function or business lines
Decision-making ability to set work priorities and make reccomendations
Excellent organizational skills, ability to manage multiple projects at once in a fast paced environment, follow through, and meet deadlines
Strong negotiating skills that lead to collaborative solutions
