Promotes and adheres to ANEC safety and operating rules, procedures, and guidelines.
Assists the Vice President of Engineering, Operations and Technical Services with the maintenance and operation of the Cooperative’s electrical grid and system by planning, directing and managing the Engineering and Operations Department including the proper engineering, construction, maintenance and operations of all its electric facilities.
In the absence of the Vice President of Engineering, Operations and Technical Services, directs the department in accordance with sound management principles including the development of personnel supervised while working closely with other departments to enable the Cooperative to provide the members with the best possible service.
Serves as the secondary engineering and operations representative of the Cooperative and is responsible for providing members with reliable, efficient and economical electric services and programs which will achieve stated Cooperative objectives.
Develops better member understanding of the Cooperative, its objectives, plans, programs and the need for efficient use of energy.

Supervises: Assists with the supervision and accountability of the Operations, Engineering and Technical Services personnel
Directs: Outside agencies and support personnel as required in support of the Cooperative’s Operations, Engineering and Technical Services
Duties and Responsibilities:
Works closely and provide direct assistance to the Vice President, Engineering, Operations and Technical Services in ensuring that the electrical system is reliable, adequate and efficient today and into the future. Provides for, and follows, sound construction practices and recommends when major system improvements should be undertaken. Assists in Monitoring and evaluating against desired results; makes recommendations; as directed, takes corrective action if required and complies with all required regulations.
In the absence of the Vice President of Engineering, Operations and Technical Services, Directs the construction, operations, and maintenance activities in connection with the overall operations of the generation, transmission and distribution systems of the Cooperative and the transmission system of Old Dominion Electric Cooperative.
Assists with all aspects of outage restoration, to include arranging for additional crews and personnel during an emergency outage or major storm.
Provides input into the annual budget for the departmental work plan and capital expenditures; reviews and analyzes actual departmental expenditures, and as directed is responsible for any corrective action needed to stay within budget.
Assists the Vice President, Engineering, Operations and Technical Services with Preparation, development, and implementation of studies dealing with long range plans, construction work plans, power requirements studies, sectionalizing and voltage drop, feasibility of line extensions, and special studies as assigned.
In conjunction with the Vice President, Engineering, Operations and Technical Services, Determines the priority of work plan items and projects; makes adjustments as unexpected loads and situations occur.
Reviews and evaluates accident reports and property damage claims related to the department and takes measures to mitigate their re-occurrence.
Ensures that all work is completed in accordance with the laws and requirements of any and all pertinent regulatory agencies (Federal, state, and local).
Contributes to the development and implementation of an integrated corporate strategy. Provides department leadership to assure alignment with corporate strategic goals and objectives.
Fosters positive working relationships among peers, employees and departments, promotes teamwork, communications, and works to maintain high morale in the organization.
The scope and duties of this position may change or be temporarily altered based on the evolving business needs of the Cooperative. The basic requirement of every position is to perform all tasks as assigned by your supervisor.
Builds and maintains positive and productive working relationships with fellow employees to promote the Cooperative’s plans, procedures and services as well as promoting a positive public image for the organization and its goals and objectives.
Builds and maintains positive relationships with all service providers to seek counsel, information, assistance, and equipment necessary to provide for the Cooperative’s needs.
Works directly with corporate officials, attorneys, manufacturers’ representatives, outside contractors, consultants, general public, and other utilities to ensure compliance with contract and work specifications.
Works to establish and maintain exemplary relationships with members.
A bachelor’s degree in Electrical Engineering or a related field or equivalent experience. Other equivalent utility experience will be considered. PE certification preferred.
Minimum of ten (10) years progressively responsible experience in all phases of electric utility distribution construction management required. This experience should include substation, distribution, and transmission construction and maintenance as well as project management experience preferred.
Minimum of five (5) years of supervisory experience required.
Must have a thorough working knowledge of generally accepted engineering principles, concepts, and practices pertaining to distribution and transmission specifications and standards.
Must possess and maintain effective working knowledge of Rural Utilities Service (RUS) uniform system of accounts and construction specifications; National Electric Code (NEC), National Electric Safety Code (NESC), Occupational Safety and Health Act (OSHA), U.S. Corps of Engineers, Virginia Department of Transportation (VDOT), all the Cooperative’s policies and procedures, service and safety rules, regulations, rates, system territory and philosophy within a reasonable length of time as they pertain to the position.
Must have a good working knowledge of economics and finance.

Must have the ability to efficiently operate a personal computer and work with applicable computer and software programs.
Most of the normal duties will be performed inside in typical office conditions, however, extended working hours and field work will be required. The work will require irregular hours and will be on call 24 hours a day, seven days a week. Must be able to assist with restoration activities in any appropriate manner, and at any time. Travel, which may include overnight trips, is required in the performance of regular responsibilities. Attendance at various seminars and conferences several times per year will be required.
