In this position, you will perform legal services primarily for Colorado Springs Utilities, which is part of the City of Colorado Springs, as part of a team of attorneys in the City Attorney's Office. You will serve as one of five Division Chiefs in the City Attorney's Office and be responsible for leading a team of division attorneys primarily dedicated to the legal needs of Colorado Springs Utilities. You may also assist on related legal matters for all other divisions of the City Attorney's Office. Your duties will include supervising six (6) attorneys and a paralegal in the City Attorney's Office - Utilities Division; providing appropriate legal advice to Colorado Springs Utilities executive management; issuing or reviewing legal opinions; reviewing and overseeing the drafting and negotiating of power contracts and construction contracts; providing legal support on regulatory, compliance, environmental, water, and bond issues; providing formal and informal legal advice to the Utilities Board, City Council, and Colorado Springs Utilities executive staff on all applicable laws and regulations; responding to requests for public records; communicating with the public on occasion; and other matters as assigned.
This position will report directly to the Deputy City Attorney and provide legal services for outstanding utilities management and staff and other matters as assigned. All attorneys for the City of Colorado Springs are part of the City Attorney's Office. All attorneys are exempt and at-will to the City Attorney/Chief Legal Officer.
Required Skills, Knowledge, and Competencies
In this position, you will provide legal advice regarding electric, natural gas, and water legal and regulatory requirements; rate making procedures; ordinances; tariffs and rulemaking; and environmental, water, wastewater, general contract, construction contract, energy contract, intellectual property, bond, and all other state and federal laws and regulations impacting a successful five-service municipal utility system. The position may provide legal services to other parts of the City and other divisions of the City Attorney's Office as assigned. You must be able to analyze, interpret, and apply legal principles, facts, evidence, and legal precedent. You must possess superior oral and written communication, supervisory, interpersonal, and collaboration skills and the ability to work as a successful member of a team of attorneys representing the City and Colorado Springs Utilities.
Successful candidate will have:
A JD (Juris Doctor) or LLB (Bachelor of Law) from an ABA (American Bar Association) accredited law school
Ten years of demonstrated legal experience with utilities matters
Within the past five years, also have a minimum of three years of legal supervisory or mentoring experience of other attorneys
Admission to the Colorado Bar as an attorney in good standing
Ideal candidates will also have:
A working knowledge of utilities industry structure/operations, including utility regulatory matters, significant knowledge of municipal law, as well as, land-use and real property law Significant experience with complex contract, business, and financial transactions Experience with a Colorado governmental entity
Experience advising a city council or other legislative/advisory board
Experience with the Colorado Open Records Act
Superior research, writing, academic, and oral and written communication skills are also required.

Additional Salary Information: The hiring salary for this position is between $10,972 – $13,172 per month (equivalent to
$131,664 – $158,060/yr.) This salary range is in accordance with the City's 2019 Salary Schedule approved by City Council. The range for attorney salaries is set by City Council pursuant to City Charter. Actual salary will be based upon market average, years of qualifying experience, and other factors.
