Position Summary: Under the supervision of the Legal Operations Manager, the Policy Analyst conducts legal, regulatory and policy research and analyses to support Office of General Counsel's (OGC) Education Affairs, Employment & Governance attorneys as well as the OGC Health Affairs and Technology Law attorneys in the provision of timely and well-researched advice and client support. The Policy Analyst will analyze and summarize areas of the law to support the attorneys in responding to clients' requests, as well as in developing tools and resources to assist the clients at the campuses, medical centers, and Office of the President.

Research and Policy Analysis Conducts legal, regulatory and policy research and analyses; gathers, synthesizes and analyzes information to support OGC attorneys in providing timely, accurate and well-researched advice and client support. Research and analyses of data and systems pertaining to projects across a broad spectrum of subject matter, policies, and/or functions of moderate to complex scope including: - Title IX, sexual violence, and sexual harassment investigations, disciplinary proceedings, and litigation - health privacy, health care provider regulation, accreditation and licensing - Medicare and Medicaid reimbursement - health care fraud and abuse - health care antitrust - scientific, regulatory and UC policy compliance (i.e., human/animal subjects, clinical trials) - contracts and grants administration - academic conflict of interest - research misconduct, publication of research - federal/state lobbying - cyber security and data protection Interprets, monitors and analyzes information regarding policies and procedures relating to Title IX procedures and protocols as well as provides consultative services and support to attorneys and administrators. Utilizes expertise by providing legal information (versus legal advice) and analyzes issues, under the supervision of attorneys.
Job Requirements Education/experience: Bachelor's degree in related area and/or equivalent experience/training. Required
Knowledge/Skills: Demonstrated ability to research, track, and understand current legal issues related to health law policy, academic research and state and federal statutory and regulatory requirements.
Excellent organizational skills and attention to detail.
Intermediate to advanced knowledge of web-based legal research tools such as LEXIS, Westlaw, etc.
Strong analytical/problem-solving skills.
Ability to manage multiple assignments, competing priorities, and rapid deadlines.
Strong communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing.
Ability to effectively communicate complex and technical information in a clear and concise manner and to present complex information to diverse audiences.
Collaborative skills to build strong working relationships with clients and other constituents at all levels across the organization.
Project management skills for small to mid-sized projects.
Ability to use discretion and maintain all confidentiality. Required
Juris Doctorate degree or Master's Degree in related field.
Previous UC or other university or public policy, Title IX, sexual violence/sexual harassment as well as health care provider experience, including knowledge and understanding of the University's academic mission, institutional objectives and priorities, and experience with higher education and/or healthcare policies and procedures, organization, and governance.
Knowledge of university, health care organization, state and federal policy-making processes; general knowledge of legal principles. Preferred
