Municipal Court Specialist, Municipal Technical Advisory Service (MTAS)
Location: Nashville, TN
This position exists to support the MTAS/AOC (TN Administrative Office of the Courts) annual contract to provide one- on-one/classroom training for municipal court clerks. Tenn. Code Ann. Section 16-18-304 requires that one dollar of the court costs collected by municipal courts shall be forwarded by the municipal court clerk to the state treasurer for deposit and shall be credited to the account of the AOC for the purpose of defraying expenses in providing education for municipal court judges and municipal court clerks. The statute further requires the AOC to contract with MTAS to provide training or continuing education for municipal court clerks.
The position performs other special work or duties as assigned by the Training and Development Program Manager, Assistant Director, or the Executive Director.
Duties and Responsibilities:
Training – Provides training, continuing education, and technical assistance to municipal court clerks and other appointed and elected municipal officials. In collaboration with other MTAS staff, this position is responsible for identifying training needs of municipal appointed and elected officials, developing lesson plans and delivering training in a classroom setting. This position concentrates on one-on-one and regional field-based training; it provides on-site instruction and training in the operational processes of municipal courts. Researches and drafts informational documents on municipal issues.
Administration and Professional Development – Includes team meetings, agency meetings and retreats, IPS meetings and retreats, maintaining records on all relevant activities, including the agency databases for work products from projects and questions for use by MTAS consultants and for reference by cities. Includes time spent to remain current in field of expertise. This involves time at professional meetings and conferences, seminars and training classes, professional reading and computer training.
Requires a master's degree, unless law degree (JD) is obtained, in Public Administration, Political Science, Criminal Justice or a related field. A law degree (JD) is preferred.
Requires at least two years employment as a practicing attorney, position in court administration, local law enforcement or municipal law department.
Frontline management experience in a law department, police department or court department is preferred to establish credibility and effective working relationships with city officials. Prefer municipal government experience. Prefer experience as a court administrator, state or city attorney, city prosecutor, assistant district attorney or senior administrative police officer.
Requires practical knowledge and understanding of the problems faced by government officials, particularly court staff.
Requires independent planning and processing of projects, questions, training, etc. The work is both in the field as well as time spent in the office and as such, requires constant scheduling and updating of work activities. The specialist must provide advice and assistance to city officials in the operation of their respective offices. In doing so, the specialist must also possess the following skills: (1) managerial, (2) analytical, (3) conceptual, and (4) interpersonal.
A high level of cognitive or intuitive skills is necessary to fully understand, design and implement successful solutions for municipal clients.
Requires ability to proficiently operate Microsoft Word, PowerPoint and Excel.
Requires ability to communicate with a wide-ranging audience condensing complex technical concepts into concise terms to convey information to the target user in oral, written or presentation formats.
Requires ability to schedule and conduct multiple municipal court clerk field visits each month in addition to trainings.
Requires ability to coordinate and facilitate statewide conferences and other training courses while also serving as subject matter expert and instructor.
Requires ability to efficiently manage high volume of external and internal communications to support both customers and co-workers.
Requires ability to develop and design any training materials required in support of training. Requires skill to efficiently present training through PowerPoint or equivalent.
Must be highly motivated, detail oriented and able to accomplish tasks through self-direction. Prefer adult training experience.
Prefer ability to use web based communication platforms such as Zoom, Skype or Adobe Connect.
Requires ability to work effectively with colleagues, city officials and university staff.
