Job Summary: As the Director, Labor and Employee Relations, s/he/they has direct accountability to ensure the Labor Relations Strategy for campus is developed and implemented, using a customer centric focus to ensure clients and customers are receiving timely and accurate services to meet their needs. The incumbent will provide direction, coordination and consistency of Labor and employee relations activities, including guidance and direction for negotiating, interpreting and implementing Human Resource policies, procedures, collective agreements and all other applicable legislative/regulatory requirements within UC Berkeley. S/he/they may represent UC Berkeley at system wide events such as Office of the President meetings, bargaining preparation and all other related events. S/he/they will provide leadership, training, coaching and guidance to a team of Labor and Employee Relations consultants regarding policy interpretation and application, negotiation, contract administration and interpretation, planning and formulation of bargaining strategies, and effective management of all elements of policy, procedure and legislative/regulatory requirements. The successful candidate will have an opportunity to rebuild and redesign the structure of the Labor and Employee Relations Department.
Strategic and Operational Leadership:
Lead the development of a UCB Labor Relations Strategy, Employee Relations Strategy.
Lead the performance management, guidance and direction, coaching, mentoring, training and support for all direct reports.
Responsible for administering employee labor contracts, investigating and responding to grievances; assisting in legal issues related to labor and employee relations.
Formulate procedures for supervisors, in alignment with the University's vision, mission, core values, CBA's policies, procedures, as well as federal, state, and local laws.
Accountable for developing, implementing and evaluating LR programs aligned with the overarching mission, vision and priorities of the UCB.
Participate in developing a strategy for training, education, development and support for the HR Business Partners at the Campus.
Facilitate group meetings using, diplomacy and negotiation skills in order to communicate among parties. Provides ongoing guidance to University managers and supervisors on meeting responsibilities as defined by the Collective Bargaining Agreements (CBA), and develops strategies for resolving employee relations issues.
Implement and monitors the use of metrics to measure success, standards, customer service and accountability. Monitors complaint and grievance process and adheres to timelines.
Provide guidance and expertise to the Labor and Employee Relations team regarding their day to day requirements.
Provide expertise and leadership to the collective bargaining processes and subsequent negotiations.
In partnership with the University Legal Counsel, participates in hearings and mediations by performing such tasks as interviewing potential witnesses, hearing preparation, and preparing exhibits.
Negotiate local conditions as required throughout the life of the bargaining agreement(s)
Coordinate and act as an advisor on local Labor coordination strategies such as joint union/management committees and other forums.
Provide expertise and advice to members on Labor Relations policy development and the practical application of Labor Relations policies.
Provides working interpretations of all collective agreements.
Represents the campus in proceedings, grievances and final and binding arbitrations.
Meets regularly with AVC of Human Resources to advise on current/emerging issues, provides statues updates and recommend actions within all areas of position responsibility.
Makes recommendations and implements decisions on issues (operational and budget processes, staff FTE, finance, human resources and space planning) that have department-wide impact.
Develops and delivers Labor Relations programs and services that are cost effective, compliant with regulatory standards and are aligned with the UCB objectives.
Identifies continuous learning opportunities in the Employee and Labor Relations space.
Champions the Principles of Community, ensuring the team is familiar with and sensitive to their responsibilities in all aspects of their daily work performance.
Has advanced knowledge of labor/employment law and the principles and techniques of labor negotiations that must be continually updated. The incumbent will keep her/him/themselves up to date with any legal, regulatory or policy updates.
Provides coaching, training (formal and informal) and advice to team members on professional growth.
Recognizes issues that have campus impact or future implications and advises manager appropriately.
Maintains a thorough understanding of the goals of the campus and the department (Central Human Resources) and ways in which this position can support those goals.
Coaches, executes and follows up on the problem resolution process in all units.
Has specialized knowledge of other areas with human resources functions including compensation, employee relations, labor relations, employee benefits and talent acquisition.
Develops a thorough knowledge of Campus policies and procedures relating to budget and HR-related matters.
Possesses highly effective collaboration, negotiation and communication skills.
Possesses highly effective decision-making, problem solving, critical thinking, project and initiative management and organizational leadership skills.
Can handle extremely difficult or volatile situations/individuals effectively.
Has demonstrated experience with mediation and effective conflict resolution, facilitation and consultation skills are required along with a skill in fact-finding, analysis, problem solving and consulting to identify problems and recommend solutions.
Possesses ability to identify risks as well as to anticipate and respond to emerging trends as it pertains to diversity & inclusion.
Identifies opportunities that align with the strategic and operational priorities of the organization.
Has experience working with the full life cycle of multiple CBAs including negotiation of multiyear agreements and related agreements, interpretation of agreements.
Has experience advocating in state or federal court, or before administrative agencies.
Has experience as an attorney or organizational representative.
Bachelor's Degree in related area or equivalent experience.
Experience administering collective bargaining agreements in an organization with multiple bargaining units.
Experience negotiating, interpreting and implementing collective bargaining agreements.
Salary & Benefits
The annual salary range of the position is $180,000.00 - $220,000.00 commensurate with experience.
