Under the administrative direction of the City Auditor and Deputy City Auditor, is responsible for directing the activities of the Income Tax Division of the City Auditor's Department; performs related duties as required.
The Administrator chosen for this position should be an experienced government finance professional with experience administering or reviewing tax related work. Incumbent duties will include fulfilling the responsibility of Tax Administrator for the City of Columbus per City Code while directly and indirectly guiding and coaching a staff of 60.
EXAMPLES OF WORK: (May not include all of the duties performed.)
Plans, organizes, and directs the work of the Income Tax Division;
Processes personnel transactions for the Division, including selections and performance appraisals;
Leads and directs the disciplinary process within the division; initiates disciplinary actions, conducts hearings, and administrates in grievance proceedings;
Confers with staff regarding difficult and/or controversial cases in order to determine legally appropriate courses of action;
Directs the development and coordination of technology resources to address compliance and security needs;
Provides assistance to the City Attorney through the litigation of income tax cases;
Expedites all fiscal, legislative and legal concerns of the Division;
Communicates with individuals, partnerships and corporate taxpayers regarding tax issues;
Reviews legislation and contracts pertaining to Division matters;
Issues administrative orders and rulings;
Initiates correspondence; supervises the maintenance of files and records;
Develops forms and procedures used in the Division;
Coordinates training of new auditors and personnel; arranges vacation schedules; recommends salary increases.
MINIMUM QUALIFICATIONS: Possession of a bachelor's degree and five (5) years of experience in professional accounting, government finance, budget management, or business administration, which included two (2) years of supervisory experience; OR possession of a certificate as a Certified Public Accountant licensed by the Accountancy Board of the State of Ohio and two (2) years of experience supervising employees responsible for accounting activities; OR an attorney licensed to practice in the State of Ohio and three (3) years of experience in the practice of governmental law. Substitution(s): A master's degree may substitute for one (1) year of the required non-supervisory experience.
PREFERRED SKILLS: The preferred candidate will be a creative, thoughtful leader, energetic, an expert-level problem-solver and excited about leading a major division for the City of Columbus. The incumbent should possess business acumen in order to strategically align the goals of the Division of Income Tax with the goals of the elected City Auditor, comprehensive knowledge of and/or ability to learn rapidly the City of Columbus ordinances affecting the payment and collection of municipal income taxes, thorough knowledge of general business principles and practices, the ability to plan, direct, and supervise the work of a professional workforce and strong written, interpersonal, analytical, and oral communication skills.
