The City of Dallas is seeking qualified candidates for the Assistant Director of the Office of Procurement Services (OPS). Reporting directly to the OPS Director (Director), this individual will assist with compliance, cost-savings initiatives, policy and procedure recommendations, and overall management of day-to-day operations including negotiations and conflict resolution with internal and external stakeholders. This position is responsible for overseeing the City's centralized purchasing program and acts as an advisor to the Director and executive leadership on all matters related to the purchasing of goods and services in the city. This individual will be required to operate with a high level of discretion, ethics, and integrity, as well as possess excellent judgment.
About OPS: The City's purchasing of goods and services is centralized in OPS, who manages hundreds of master agreements (contracts with multiple department users) and assists departments in procuring goods and services exceeding $50,000. Accordingly, OPS guides client departments in acquisition planning and contract management. OPS also works alongside the Offices of Risk Management, Budget, the City Attorney, and others to ensure compliant and effective contracting. OPS is recognized by NIGP, the Institute for Public Procurement, as an outstanding agency for its demonstration of public procurement excellence. OPS strives for continual process and service improvements. OPS is also responsible for the City's surplus program, including the City Store, and the Express Business Center.
Provides guidance on goods and services procurement, consistent with City policies, applicable laws, and best practices.
Responsible for citywide acquisition planning and contract execution.
Supervises procurement managers, all buyers, and any other others, as assigned by the Director.
Reviews budget and resource allocations and employee performance against department objectives and service delivery items to ensure productivity, high quality work, and workforce development. Recommends changes to Director, as needed.
Represents the City at local, state and national organizations and at professional activities to maintain the image of the City and to create public support for departmental programs.
Manages and coordinates special assignments as provided by the Director. Responds promptly to other duties as assigned by the Director.
Maintains regular, reliable, and punctual attendance.
BS/BA degree, with preference for a field of study in economics, government, philosophy, English, or a related field that emphasizes critical thinking and writing skills. Ten years of supervisory management experience and current procurement certification could substitute for the bachelor's degree requirement.
Five years supervisory management responsibilities. Advanced degree in business, public administration, law, or a related field, may substitute for two year of the five years of professional experience.
Effective leadership skills.
Excellent oral and written communication skills.
Preferred Qualifications: Advanced degree in business, law, or public administration. Professional certifications in procurement and/ or contract management. Experience in municipal government contracting.
Knowledge, Skills & Abilities
Knowledge of federal, state, and local laws, rules, and regulations related to governmental procurement processes and contract management.
Knowledge of contracts for materials, supplies, professional services, and revenue sharing; the processes and procedures utilized within municipal bidding, including bid specifications, proposal preparation, and methods for administering the formal bid/proposal process.
Knowledge of municipal operations generally.
Outstanding oral and written communication skills as well as strong analytical, interpersonal, problem-solving, and conceptual skills.
Project management skills with experience in organizing, planning, budgeting and executing large-scale projects from the envisioning stage through implementation, involving internal and external personnel, contractors, and vendors.
Ability to manage, train, mentor, evaluate, and supervise the work of professional, technical, and clerical staff; conduct studies, analyze data, and recommend and implement procedural changes and solutions designed to improve the efficiency and cost effectiveness of purchasing practices; interpret applicable federal and state laws and regulations; communicate effectively both orally and in writing; act with a sense of urgency when important matters arise and/or are identified.
Ability to lead an organization and effectively build a team.
Ability to establish and maintain an effective working relationship with all levels of management, city officials, suppliers, other government agencies, other employees, and the general public.
