The Enrollment Services Program Specialist 3 has campus-wide responsibility for the Residency Program, which determines students' eligibility to pay in-state tuition rates. The position administers all aspects of this program and performs specialized tasks, such as reviewing and analyzing documentation related to establishing residency in the State of Washington, drafting letters to students, maintaining the residency website and developing processes and new procedures to improve service and efficiency.
The Enrollment Services Program Specialist 3 will also contribute to (or participate in) the overall functions and services provided by Student Central, which is a one-stop student service provider comprised of the Enrollment Services, Financial Aid, Testing and Placement and Evaluations departments.

ABOUT THE DEPARTMENT The Enrollment Services Office supports the mission of Bellevue College by providing high quality, flexible and accessible services, which support student access to educational opportunities that advance pluralism, inclusion, and global awareness. Enrollment Services is part of Student Central, which provides complex comprehensive and confidential service and information for programs identified as Enrollment Services, Evaluations and Graduation, Placement and Testing Services, and Financial Aid. Services include; providing information and access to functions related to transfer and evaluation of credits, graduation, prior learning credit, residency application processes, registration and all other enrollment functions, in addition to financial aid application processes.
POSITION DUTIES Analyze, evaluate, and process student residency requests Serve as lead Residency Officer for the college, and act as a resource to the campus community. Administer the Residency program; Analyze and evaluate residency documentation and other supporting documents, and determine a student's residency based on state law, regulations and other related rules. Advise students, faculty, staff, and other interested parties regarding the process, rules and regulations related to establishing residency. Track state legislative proposals and changes to residency laws and advise director and the campus community of these changes. Consult with Attorney General's Office for recommendations related to unusual student situations, as well as clarification of state residency regulations and potential conflicts or inconsistencies. Organize, coordinate, and perform services and tasks in Student Central Fully understand and perform basic procedures and operations forall areas that make up Student Central. Provide technical assistance with processes related to credit reviews, admission applications, financial aid applications, English and math placement, and applying for graduation. Coordinate and collaborate with departments that provide support services that assist students in overcoming obstacles and problems they encounter. Problem solve by providing a variety of options to students based on individual needs related to admission and residency, placement into English and math classes, credit reviews, the awarding of credit for prior learning, financial aid eligibility, graduation and appeal processes. Other Support and back up the Admission Program Specialist if needed. Gather data and report on activities as requested. Reviewand update theresidency website. Attend weeklystaffand Student Central meetings and provide suggestions for continuous improvements. Attend annual residency workshops and other statewide residency trainings and events. Provide training as needed to office staff, campus partners and staff working in Student Central. Perform other duties within the classification as assigned.
Associate Degree.Relevant experience can be substituted for the education requirement on a year-for-year basis. Two (2) years' full-time experience, or equivalent part-time experience, working in college admissions, registrar, financial aid or related area. Two (2) years' experience ensuring compliance with policies, procedures and federal and state regulations. Experience working in a collaborative team environment with diverse employees and student/customer groups. Effective verbal and written communication skills. Demonstrated ability to use Microsoft Word, Excel, and Outlook effectively. Demonstrated ability to use computers for data entry, web applications, searching the internet, and troubleshooting basic computer issues.
PREFERRED QUALIFICATIONS: Bachelor Degree.
