Posting Summary: Job Summary: The University Contracts Administrator (UCA) serves as an important member of the Office of the General Counsel. The UCA reports to the General Counsel and carries out assigned duties under the direction of the General Counsel and, as assigned, the Assistant General Counsel. The UCA will be principally responsible for drafting, reviewing, negotiating, and processing contracts, agreements, legally binding forms, grants, transactions, and other documents that could create a financial/legal obligations or liability for Tennessee State University. The UCA will also be responsible for fully implementing and overseeing an electronic contract processing system and conducting training sessions with campus "contract agents" and others on contract related matters. The UCA will be charged with managing and updating the contracts link on the General Counsel office website, developing and updating various contract templates, and disseminating contract related information to the campus community. The UCA may also perform other duties, as assigned by the General Counsel.
Principal Duties: Prepares and processes contracts, agreements, and other legally binding documents for General Counsel or designee review, and coordinates with University administrators to secure the President's (or designee's) approval. Conducts in person, electronic and online training sessions with campus community to provide guidance on the initiation, preparation, routing and processing of contracts and other legally binding documents. Ensures compliance with State and Federal laws and University policies governing contracts, grants and other documents. Develops and updates standard contracts, contract templates, addendums, and other forms for use by the campus community. Monitors specified contracts for compliance and renewal. Collects, analyses, and compiles statistical data; prepares/presents reports for submission to the General Counsel, legislature and other state authorities. Develops, revises, and updates contracting procedures to conform to new legal requirements. Works and coordinates with Procurement Department with respect to specified contracts and reports. Performs other duties as assigned by the General Counsel. Required Knowledge/Skills/Abilities: Excellent interpersonal and communication skills, including excellent writing skills and the ability to communicate effectively with small and large groups; excellent customer service skills, including the ability to provide prompt responses to contract related inquiries and be accessible to campus clients and others via various communication delivery sources; excellent time and workload management skills; demonstrated ability to be an excellent problem solver and project confidence in the delivery of contracting services; demonstrated commitment to utilizing technology, including electronic communications, to work effectively with clients and employees; demonstrated commitment to developing and maintaining relationships with contract related personnel; knowledge and experience in contract law; strong organizational skills; demonstrated ability to be mentored by an experienced attorney; knowledge of the culture of an academic institution and/or large organization; and proficiency in MS Word, Excel, internet navigation, email, scanning, electronic contract routing systems, and electronic record keeping procedures.
