The City of Houston welcomes applications for the position of City Secretary. The duties of the city secretary shall be to keep, record and preserve the minutes and proceedings of the city council, and to be custodian of all the papers and records of the council proceedings of the city, with power to make certificates of any proceedings of the city council, to affix the city seal thereto, and to do and perform all things and acts usually done or necessary to be performed by secretaries or clerks of cities in connection with the business thereof. In addition to the duties herein mentioned, the city secretary shall do and perform such other duties, acts and things as may be required of the incumbent by the mayor or city council.
DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS Establishes and directs programs that provide the following essential functions:
Records, preserves and certifies records, journals, and council minutes and proceedings.
Serve as custodian of all papers and records of council proceedings, with power to certify such records and to affix the city seal.
Maintains and updates a record of all ordinances; ensures a permanent record is preserved.
Maintains and preserves records of any ordinance annexing any territory to the City.
Receives filings for City elections and administers the process in accordance with City Charter.
Receives filings for all district petitions and requests for consent, as required by state law; collects fees for filings.
Charges and collects fees for the preparation, issuance or signing of each certificate issued pursuant to the Texas Alcoholic Beverage Code, which is remitted to the City Controller.
Receives filings for all notices of claims; records the date and time of each notice, and forwards to City attorney of his designee for disposition.
Receives filings for initiatives and referendums by the people, certifies signatures, and presents petitions and certificates to Council for action pursuant to City Charter.
May administer oaths in any matter pertaining to municipal affairs.
Publishes notices, such as elections, referendums, council meetings, etc.
Administers various other processes and/or maintains records as prescribed by City ordinances (i.e., financial disclosures, appeals, registrations, certificates, etc.).
Maintains on file various regulations, manuals, guidelines, etc., as prescribed by City Ordinance, for public viewing as well as preserve record
WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
EDUCATION: Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.
EXPERIENCE: Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.
Preference will be given to applicants that possess:
Extensive knowledge of preparing a variety of reports utilizing Microsoft Office software
A strong understanding of the significance of both records and process management.
Job appropriate written and verbal communication skills with the ability to proof and edit for accuracy.
Excellent interpersonal skills and ability to maintain good working relationships with internal/external customers and partners.
Municipal Clerk Certification
