The Legal Consultant III is an attorney recognized as an expert in county government law, providing legal consulting services to county attorneys, county officials, and executive directors of the statewide associations of county officials, as well as providing other CTAS consultants the legal resources that are essential to the services they provide. The position also provides legal consulting services to state offices and serves as an expert resource to state and federal government officials on issues related to Tennessee county government. The Legal Consultant III is heavily involved in the legislative activities and functions of county governments and the statewide associations that represent them and may be called upon by the General Assembly to provide input as an expert in county government law. The position also authors numerous CTAS publications and provides training, both classroom and online, to county officials and their employees.
Duties and Responsibilities: The Legal Consultant III provides oral and written legal opinions, document preparation and review, and research and analysis on the wide variety of issues that impact county governments across the state.
The position drafts legislation and provides bill analysis for county associations, drafts private acts for individual counties, reviews legislation filed with the General Assembly to determine its potential fiscal and legal impact on county governments and provides input to the state's fiscal review committee on legislation affecting counties, and provides informational materials and training on legislative changes each year.
The Legal Consultant III authors publications on a wide variety of topics of interest to county officials. The primary publication is the CTAS electronic library, a comprehensive library of county government law housing the content of all former print publications. Other publications include the Index of Acts (summaries of all legislation passed each year affecting counties), private act compilations, newsletter articles, and specialized publications on various topics of interest to counties. The Legal Consultant III also edits publications prepared by other CTAS staff.
The Legal Consultant III designs, prepares course materials, and instructs courses for the County Officials Certificate Training Program (COCTP) and other training programs conducted by CTAS, including the County Officials Orientation Program (COOP), the New Sheriffs' School, and other specialized training. The Legal Consultant III regularly develops and presents educational programs for county officials and at conferences and meetings of county associations and organizations, and serves as subject matter expert for online classes and electronic training tools.
