Under the general direction of the University Director of Procurement Contracting & Compliance or designated administrator, the Senior Contract Specialist is responsible for the oversight and administration of all contracting activities relating to the capital construction program for all University of Connecticut campuses, including UConn Health in Farmington.
DUTIES AND RESPONSIBILITIES
The Senior Contract Specialist is accountable for performing and managing the most complex tasks in with a primary focus on construction and related professional services. Responsibilities include, but are not limited to drafting, negotiation, and review of contracts; preparation of reports; and serving as a primary liaison with the Office of the General Counsel, Office of the Attorney General (when required), outside legal counsel and senior University administrators and officials. Bachelor's degree, preferably in Business or appropriately related contracting discipline, and six (6) year's directly related experience in contract law, purchasing/procurement of construction and/or facilities maintenance materials/commodities, OR an equivalency of relevant experience which includes at least ten (10) years' profession-specific experience directly related to construction management, contract law, purchasing/procurement of construction and/or facilities maintenance materials/commodities in a comparable environment.
Knowledge of contract theory, construction principles, laws and applicable federal and state construction procurement statutes, policies and regulations.
Extensive experience and proven ability to negotiate, administer and supervise complex construction and/or facilities maintenance related contracting documents.
General working knowledge of accepted procurement and construction practices used in a wide range of varying and unique commodity groups and/or services.
Ability to assess organization's needs, communicate those needs to the vendor community, negotiate as needed, and evaluate contracts to determine technical compliance.
Demonstrated ability to identify and resolve complex contractual issues efficiently, effectively and independently.
Strong supervisory, leadership, organizational, project management and planning skills with the ability to meet deadlines and facilitate solutions in a fast-paced environment.
Strong interpersonal and persuasive skills with the ability to work effectively with all levels of employees and management.
Excellent written and verbal communication skills.
Excellent computer skills with strong technical skills to work with multiple software programs including Microsoft Office. Knowledge of contract management systems (e.g., Legal Files) and automated procurement systems (e.g., Jaggaer).
Dependable transportation and ability to travel to all University campuses and/or visit suppliers in support of University initiatives as needed.
Juris Doctorate (JD), MBA or advanced degree in related discipline.
Ability to develop and execute complex construction related contracting strategies with the goal to include cost-savings and increased efficiencies pertaining to administration and operations efforts as it relates to construction and professional services.
Experience with contracting in the State of Connecticut for construction and professional services.
Membership and active participation in a professional contracting association such as National Contract Management Association (NCMA) or other relevant professional organization.
This is a full-time position at the Storrs campus, requiring travel to Farmington and other regional campuses as needed. The salary will be determined based on successful candidate's experience and training.
