The Riverside University Health Systems (RUHS) - Medical Center (MC) has a vacancy for a RUHS Quality Assessment Manager located in Moreno Valley.
This position will recognize and address patient safety/risk exposure affecting quality care and outcomes by evaluating near misses, occurrences reports, clinical surveillance and regulatory /legislative standards. The incumbent will also plan, organize, and direct the work of staff that performs the quality assessments and performance improvement program to ensure compliance with regulatory and accreditation standards and to enhance quality and safety of patient care.
The ideal candidate will have, at a minimum, five or more years of experience in an acute care setting, three years of which will be in a management role with experience in developing, implementing, and evaluating quality assurance and patient safety programs settings for a large health care system. Registered Nurses and ambulatory care experience is preferred.
Under general direction, plans, organizes, directs, and coordinates the activities of and operations of the Riverside University Health System (RUHS) Quality Management/Improvement programs; and performs other related duties as required.
The RUHS Quality Assessment Manager class reports to the RUHS Performance and Service Excellence Program Administrator. This class is responsible, through subordinates, for the strategic development, implementation, and evaluation of a comprehensive quality assessment/quality assurance and performance improvement programs, which enable RUHS to deliver quality care, manage health outcomes and promote patient satisfaction.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives. . EXAMPLES OF ESSENTIAL DUTIES Manage, through subordinates, the activities of the RUHS Medical Center and Care Clinics Quality Assessment Departments; responsible for the management and coordination of organization-wide quality assessment/quality assurance, risk management, and performance improvement activities.
Direct and coordinate the collection, analysis, organization, and reporting of patient medical information and statistics for quality of care assessment; meet the data needs of administrators, attorneys, governmental agencies, insurance firms, patients, and physicians.
Analyzes legislation pertaining to health care delivery as it affects patient care and health facility licensing.
Responsible for the development, implementation and maintenance of core measures and quality indicators for evaluating and improving quality of care, health outcomes and patient satisfaction.
Monitor and analyze all incident reports, investigate where appropriate, and make recommendations to prevent their recurrence.
Collaborate with physicians, hospital, and ambulatory care managers, and staff in identifying quality and performance improvement opportunities and improving health outcomes.
Collaborate with RUHS Administration, medical staff, department managers, nursing, and ancillary personnel to identify quality improvement opportunities, organize resources for providing quality and safe patient care and enhance patient satisfaction.
Prepare and monitor operating and capital expense budgets; evaluate staffing, equipment, service, and supply needs.
Education: Possession of a Bachelor's degree from an accredited college or university with major course work in healthcare, business administration, nursing, medical records management, or a closely related field. (A Master's degree from an accredited college or university in nursing or healthcare administration is preferred.)
Experience: Five years of supervisory experience in a hospital or healthcare agency, which included experience in managing Quality Assessment/Quality Improvement and Risk Management.
Knowledge of: Accreditation and licensure standards for acute care facilities; Joint Commission standards, federal, state, and local requirements related to healthcare; current trends in quality improvement and risk management; the principles and practices of management and budgeting.
Ability to: Manage a comprehensive quality assessment program; plan, direct, coordinate, and supervise the work of subordinate staff; comprehend, interpret, and apply various laws, rules and regulations related to the hospital; prepare and produce annual budget and staffing plans; analyze medical records/chart review results; deal with management and personnel problems; evaluate and maintain effective working relationships; prepare clear and concise written and oral reports.
OTHER REQUIREMENTS License/Certificate: Possession of a valid California Driver License may be required.
Current valid license to practice as a Registered Nurse in the State of California is preferred.
Certification as Certified Professional in Healthcare Quality is preferred. Lean Six Sigma certification is preferred.
