The City of Grand Island, Nebraska, a community of approximately 50,000 residents, is seeking a highly ethical leader and manager with proven successful experience in municipal law to serve as the next City Attorney. The City Attorney, plans, directs, and participates in the provision of complex professional legal services to the Mayor, City Council, City Administrator, City departments and various boards and commissions.
Develop, plan, and implement department goals and objectives; recommend and administer policies and procedures; monitor and interpret legislation impacting or affecting the city or its operations and activities.
Fulfill the duties set forth in the Statutes and Ordinances that are assigned to the City Attorney.
Direct, oversee and participate in the development of the department's work plan; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
Direct and oversee the City procurement process to ensure compliance with State Statutes and City codes.
Select, train, motivate and evaluate personnel; provide or coordinate staff training; evaluate employee performance; work with employees to correct deficiencies; implement discipline and termination procedures.
Supervise and participate in the development and administration of the Legal Department budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement midyear adjustments.
Coordinate department activities with those of other departments and outside agencies and organizations; provide legal assistance to the City Administrator, Mayor and City Council; prepare and present staff reports and other necessary correspondence.
Prepare civil cases for trial; investigate claims and complaints by or against the City; try cases state courts and administrative bodies.
Negotiate labor contracts with labor unions.
Draft ordinances, resolutions, contracts, deeds, leases and other legal documents; assist in formulating proposed legislation for enactment by the State Legislature in regard to matters of interest to the City.
Participate with a variety of boards and commissions; attend and participate in professional groups and committees; advise on legal problems and questions; prepare legal opinions for City officials, departments, boards, commissions and the City Council.
Provide guidance to and review the work of the Assistant City Attorney.
Advise other department management staff and employees on legal questions and procedures; assist City departments in workers' compensation litigation, personnel lawsuits, and other personnel related matters.
Answer communication from the public relating to legal matters affecting the City; advise taxpayers on municipal codes and ordinances.
Supervise the maintenance of proper records and reference facilities for the department.
Display a willingness to assume and visibly demonstrate mentoring and coaching, role modeling and leadership to staff members by recognizing and developing talent.
Display honest, trustworthy, and ethical behavior when dealing with internal and external customers.
Establish and maintain cooperative working relationships with those contacted in the course of work.
Regular attendance that is punctual and dependable is required.
Perform related duties as assigned.
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Increasingly responsible experience as a municipal law attorney including trial, administrative and supervisory responsibility.
A Juris Doctorate from an accredited law school.
License or Certification:
Admitted as a licensed attorney in Nebraska.
Must reside within twelve (12) miles of the City limits upon completion of the six (6) month introductory period.
Monday-Friday 8 a.m.-5 p.m.; hours may vary depending on department needs.
Attendance at weekly Tuesday evening City Council meetings is required.
Must submit a copy of Juris Doctorate diploma with your application.
The position is statutory and serves in conjunction with the term of the Mayor.
