The Saint Charles Parks and Recreation Department has an opportunity for a full-time Chief Park Ranger. The purpose of this position is supervise and administer park patrol, outdoor education, investigation and traffic regulation activities, coordination of special events, under the direction of the Director of Parks and Recreation and the Assistant Parks and Recreation Director by and through the St. Charles Parks and Recreation Board.
Prior to accepting employment, applicants should ensure tattoos/brands that would be visible, arms or legs, while wearing uniform apparel inclusive of short sleeve shirts and/or shorts, as well as civilian attire, are approved by the Director of Parks and Recreation using the form included within the application packet. Tattoos/brands on the head, neck, hands are not allowed. The Department reserves the right to require any tattoo to be covered (long sleeves) or removed (at employees expense) as a condition of employment.
The testing and selection process includes oral interviews, background investigation, drug test, pre-employment polygraph examination and psychological evaluation.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
Prepares and recommends annual ranger operations budget. Reviews current and past expenses and revenues. Forecasts annual expenses, revenues and trends. Assists in developing short and long-term capital improvement plans including design and cost estimates. Administers ranger operational and capital budget as appropriate.
Organizes, schedules, supervises and evaluates ranger staff. Assigns priorities and work. Trains and instructs ranger personnel. Coordinates activities and acts on employee problems. Recruits, interviews and recommends management and staff selections. Recommends employee salary/wage adjustments and disciplinary action.
Reviews receipts, purchase and labor expense. Assists and/or develops and maintains expense, revenue and inventory record keeping systems for ranger. Prepares use and fiscal data daily, monthly, quarterly and annual reports. Ensures all reporting and recordkeeping accuracy and that reports are completed within deadlines and according to accepted policies and procedures.
Researches, prepares and submits, or assists with bid documents for equipment, supplies, materials and services related to ranger operations. Reviews, accepts or recommends bid awards as appropriate. Manages, supervises, coordinates and evaluates ranger contracts for equipment, supplies, materials and services for performance, cost effectiveness and suitability.
Coordinates planning, design, recommendation and/or implementation of a variety of ranger-related programs and facilities; including but not limited to rules, regulations and ordinances regarding the park and recreation system. Acts as Public Relation officer when the need arises.
Responsible for park patrol, incident/accident preparation, and regulation of park vehicular traffic. Coordinates law enforcement and emergency response within parks with appropriate agencies.
Coordinates effective and efficient use of personnel, equipment, supplies and facilities with other divisions.
Analyzes and evaluates operations and equipment for ranger needs and improvement. Plans, designs and administers department emergency management and risk management/safety programs.
Coordinates or performs planning, design and implementation for a variety of recreation-related programs and facilities.
Plans, organizes and implements marketing and promotion functions for the Division, and recommends same for Department. Assists in the development and distribution of marketing materials, brochures, advertisements and press releases. Prepares and gives speeches and demonstrations to service clubs, civic organizations, schools, etc.
Ensures compliance with law enforcement mandates and standards for ranger operations, Parks and Recreation Department, customers, contractors and employees. Apprehends and arrests offenders.
Performs Director and Assistant Director duties in their absence or as directed.
Participates in on-going training and development. Attends and participates in relevant seminars, workshops and conventions.
Testifies in court as needed.
Must have the ability to work all shift hours including rotating shifts as required in all types of weather for prolonged periods of time
Carries out all duties in conformance with Federal, State, County, and City laws and ordinances, and in compliance with departmental rules, regulations and code of conduct.
Consults with and exchanges information with officers, the City Attorney, County Prosecutor’s Office and others as required to ensure timely and effective prosecution of cases
Provides data annually for racial study.
Coordinates all facets of motor cycle training classes.

Must have the ability to practice law enforcement duties in a first class county and city as prescribed by the Missouri Department of Public Safety.
Minimum 10 years law enforcement with 5-7 years supervisory experience in related field.
Bachelor's degree in Criminal Justice preferred, any combination of education and experience that provides equivalent knowledge, skill and abilities.
Certified Firearms Instructor preferred or must obtain with 6 months.
Regis Certification required within 6 months.
First Aid & CPR certification.
Prior Park Ranger Experience.
Ability to obtain by date of hire a valid driver's license without record of suspension or revocation in any state.
US Citizenship as required by Section 590.030 of RSMo.
Minimum 21 years of age at the time employment.
