Starting Salary Commensurate with Qualifications and Experience
The State Corporation Commission’s (“Commission” or “SCC”) Office of General Counsel seeks an experienced attorney to join its Utilities practice. The Associate General Counsel will represent and provide counsel to the Commission’s Public Energy Regulation and Utility Accounting and Finance divisions and participate in litigated regulatory proceedings before the Commission and other state and federal agencies as assigned. The candidate selected for this position will be responsible for legal and regulatory proceedings; conduct complex technical legal research and analysis; provide oral and written legal advice as requested; prepare and review administrative procedures, orders, opinions, regulations, memoranda, and correspondence; and perform related legal work as assigned.
Preferred qualifications for this position include considerable experience in regulatory or administrative law, with strong preference given for prior experience with utility regulation. Graduation from an accredited law school and membership in the Virginia State Bar or eligibility for membership by motion are minimum requirements. Knowledge of Virginia statutory authority, administrative law pertinent to utilities and Commission regulation, and evidentiary law and courtroom procedure is preferred.
Ideal candidates for this position will have the ability to: make oral presentations in adversarial proceedings; research questions of law and interpret rulings; draft legal memoranda, pleadings, and motions; and perform complex legal tasks while meeting deadlines. Excellent oral and written communication skills and the ability to work effectively with other professionals and staff are essential for success in this role. Any experience with public utilities or knowledge of Virginia statutory authority and administrative law pertinent to areas of Commission regulation is a plus.
