UW Medicine Supply Chain and Strategic Sourcing at Sandpoint currently has an outstanding opportunity for a SENIOR CONTRACT SPECIALIST.

The Senior Contract Specialist will serve as the institutional Strategic Sourcing authority collaborating and penetrating our Group Purchasing Organization (GPO) and UW Medicine entity contracts.

This position is intended to provide an enhanced level of service for contracting activities and training within the UW Medicine Strategic Sourcing department. Increased service levels may take-several forms depending on the needs of the organization. Examples of enhanced service include serving as the lead for difficult, complex or unusual sourcing actions, maintenance of contracts and agreements, training staff involved in new and complex contracting and more rapid response and resolution of contracting issues and negotiations.

This position will be responsible for balancing time and assignments to meet all workload goals, incorporating direction from the Leadership team as to priorities. This position will conduct all contracting in accordance with institutional and Strategic Sourcing departmental policies, procedures, and delegations of authority.

  • Provide leadership and direction for contracting activities to all UW Medicine facilities including:
  • Interpret and apply laws, regulations, policies, standards or procedures to specific issues relating to UW Medicine contracts.
  • Facilitate and coordinate contracting practice in an effective and expeditious manner while managing risk issues and ensuring compliance with external rules and regulations.
  • Conduct contract reviews and provide recommendations; use, understand and explain contract or procedure language.
  • Coordinate implementation of delegated authority and maintain policies and procedures as determined by the authority of the University of Washington Board of Regents.·
  • Use expertise in contract administration techniques, possess working knowledge of state and federal laws, rules and regulations governing contracting and demonstrate competency in the full range of assigned duties.
  • Advise sourcing specialists of contracting process, including Terms and Conditions, Business Associates Agreement (BAA), Personal Data Processing Agreement (PDPA), Federal Flow down and anti-Kickback where appropriate.
  • Assist and advise in the development of writing performance criteria and requirements into sound and sufficient Statement of Works.
  • Troubleshoot contract issues and collaboratively work to correct and assess if additional training is needed.
  • Act as the Campus liaison for annual Department of Enterprise (“DES”) Reports.
  • Work with Informatics to attain data for the annual DES Reports and prepare reports for submission.
  • Act as the content expert/administrator for the Washington Enterprise Business Solution (“WEBS”) and assist with training new employees.
  • Act as liaison with Public Records Office and gather data and documents as requested.

    Perform Contract Administration for the Procurement Services by:
  • Developing and drafting contracts that are compliant with UW Medicine, University of Washington and State of Washington rules and regulations.
  • Developing and/or recommending contract language to ensure vendor performance; reviewing  vendor contracts prior to forwarding to the Attorney General's Office, as applicable.
  • Serving as a liaison between UW Medicine Strategic Sourcing and the Attorney General's Office for procurement contracts and agreements.

    Maintain a high service level to our clients by:
  • Providing prompt, courteous response to inquiries, requests and appointments.
  • Making priority application and assignment to requests for contracts and

  • Bachelors Degree with an emphasis in a healthcare, Strategic Sourcing or other quantitative field and six years of experience in contracting, preferably in a mid to large health care organization, preferably in the public sector, especially in a research/teaching setting
  • Advantageous to be versed in medical terminology and items used in a hospital.
  • Certified Strategic Sourcing Manager or other professional certification is highly desirable.

    Equivalent combination of education and experience may substitute for the stated requirements.
