Organizational Overview
The mission of the Legal Office of Brookhaven National Laboratory (BNL) is to further the Laboratory's strategic goals by protecting and preserving the Laboratory's legal, ethical, and financial integrity and reputation. The objective is to provide superior legal services to support the world-class science being performed at BNL. This is accomplished by providing strategic legal advice and counsel and seeking to ensure that all members of the Laboratory staff conduct their activities in accordance with applicable law and standards consistent with the goals, vision, and values of the Laboratory.
The legal department's services include drafting and negotiating legal agreements; providing counsel on employee relations matters, environmental safety & health regulatory compliance, intellectual property rights, and administrative proceedings and litigation. Members of the legal department are expected to participate in various Lab committees and initiatives, and be readily accessible to assist management and staff members.
Position Description
Reporting to the General Counsel, the candidate will join a small, energetic and responsive legal team.
The candidate will provide comprehensive support to the Lab's Procurement and Property Management (PPM) organization, specifically: full responsibility for providing accurate, timely, business-oriented legal advice in support of procurement projects that are time-sensitive, highly visible internal and external to BNL, and key to BNL's mission in support of the Department of Energy (DOE).
Responsibilities will include:
Provide legal advice to PPM personnel on a daily basis for full range procurement and government contract matters: legal interpretation of standard agreement modifications, issuance of solicitations, support in negotiations with vendors.
Provide support to PPM Management by interpreting DOE-approved standard agreements, the Procurement Operations Manual, and procurement process.
In tandem with the PPM Compliance Officer, ensure that PPM processes and documents are compliant with current laws and DOE requirements.
Assist the PPM Compliance Officer with training.
Review subcontract and related documentation ensuring consistency with the BNL Prime Contract, federal laws and regulations, and DOE Orders pertaining to procurement.
Collaborate with other staff specializing in export, intellectual property, finance, and science and operations departments to provide seamless, high-quality legal counsel.
Counsel on government contracts-related business and regulatory issues at the direction of the General Counsel
Position Requirements
Required knowledge, skills & abilities:
Juris Doctorate degree with NY state bar admission.
At least seven (7) years of legal experience with a law firm and/or in-house with at least two (2) years of directly transferable experience advising clients on U.S. Government procurement or government contract matters.
Demonstrated experience in supporting large, sensitive agreements within aggressive timeframes.
Experience in proposal development, negotiations, contract performance and dispute resolution.
Strong communications skills with the ability to communicate with all levels of management and Government agency personnel clearly and effectively.
Must possess sound judgment.
Strong writing and advocacy skills.
A desire for significant responsibility, client interaction and teamwork.
Preferred knowledge, skills & abilities:
Experience in construction and supporting global sourcing.
Knowledge of the Federal Acquisition Regulation (FAR).
Experience with Department of Energy Acquisition Regulation (DEAR).
