Since 1986, Whitman-Walker’s Legal Services Program has provided pro bono counseling and representation to persons living with HIV, of every sexual orientation and gender, on a variety of civil legal issues related to an HIV diagnosis. We also provide legal advice and representation to LGBTQ individuals and families, and Whitman-Walker health care patients, regardless of HIV status, on issues within our areas of expertise. Our primary areas of practice are: discrimination based on HIV or other disabilities, sexual orientation, or gender identity; Social Security disability, Medicaid, Medicare, and other federal, state, and local public benefits programs; private health and disability insurance; elder law; immigration; wills, powers of attorney, and advance health care directives; and name and gender marker changes on legal records for transgender persons.
Primary Essential Duties
• The Bilingual Supervising Attorney will supervise intake staff, paralegals, and junior attorneys to ensure efficient, effective, and high-quality legal assistance to clients by staff and volunteers, including clinic administration.
• The Bilingual Supervising Attorney will provide comprehensive and professional guidance and mentorship to staff attorneys.
• The Bilingual Supervising Attorney will work to ensure legal services are accessible, high quality, and effectively integrated with other WWH programs and services to enhance our medical-legal partnership to reduce barriers to health services.
• The Bilingual Supervising Attorney will work closely with the Director of Legal Services to ensure that a standard of excellence is maintained with all legal matters handled in-house and by volunteer attorneys, and to ensure that evolving client needs and trends are addressed thoroughly.
• The Bilingual Supervising Attorney will work closely with intake staff to provide prompt review of and to make placement decisions about new legal matters, including decisions to handle a legal matter in-house; to reject a case for merit or capacity issues; and/or referrals to outside legal providers.
• The Bilingual Supervising Attorney will oversee clinic administration and the assigned staff attorney coordinators as assigned.
• The Bilingual Supervising Attorney will oversee case placement practices and workload balances among staff and senior staff attorneys.
• The Bilingual Supervising Attorney will assist with the (i) recruitment, training, and supervision of attorneys, interns, and non-attorney volunteers who participate in pro bono legal clinics, handle particular cases on a pro bono basis, or provide support to staff attorneys; and (ii) establishment and maintenance of close working relationships with law firms and other legal offices.
• The Bilingual Supervising Attorney will assist with revisions to training materials, practice manuals, and other written materials serving as resources for staff and volunteers.
• The Bilingual Supervising Attorney will perform public speaking and education for WWH staff and volunteers, the legal community, government agency personnel, staff of community-based organizations, and the general public on various areas of LGBTQ and HIV/AIDS law.
• The Bilingual Supervising Attorney will work with the Operations Manager of Legal Services to ensure that all case and client data is accurately and timely entered into our case management database to support accurate case reporting for internal and external audiences, including funders.
• The Bilingual Supervising Attorney will oversee pro bono case marketing and placement in coordination with the Operations Manager and Legal Director.
• The Bilingual Supervising Attorney will build relationships with community legal organizations, representing WWH, when designated by the Director of Legal Services, to strengthen WWH’s reputation and promote WWH’s interests.
• The Bilingual Supervising Attorney will contribute substantive written material for grant applications and reports; and will share creative suggestions related to improving the operations of the legal practice, considering both internal and external constituency groups.
• The Bilingual Supervising Attorney will be responsible for representing clients with a range of legal issues to include, but not limited to, discrimination based on HIV, sexual orientation, or gender identity; Social Security disability, Medicaid, Medicare, and other federal, state, and local public benefits programs; private health and disability insurance; elder law; immigration; wills, powers of attorney, and advance health care directives; medical confidentiality; medical debt; and name and gender marker changes on legal records for transgender persons.
• The Bilingual Supervising Attorney will also represent clients in connection with a number of public benefits and insurance programs, including Medicare, Medicaid, Social Security Retirement and Disability, and health insurance subsidies available through the Affordable Care Act.
• The Bilingual Supervising Attorney will assist the Director of Legal Services, Operations Manager, and other supervisors with various aspects of program administration, including but not limited to, fundraising, outreach, and grant management.
• The Bilingual Supervising Attorney will be based at the office on R Street NW and must be available and willing to rotate on an as-needed basis to our other locations listed above. The attorney will also meet with clients in their homes, in hospitals, long-term care facilities, and other community settings, as needed, and must have the flexibility to travel throughout the greater Washington metropolitan area when needed.
Responsible for direct supervision of staff attorneys, law fellows, and legal support staff under guidance from the Director of Legal Services.
Knowledge, Skills, and Talents Required
• Applicants must be fluent in Spanish or Amharic, both written and oral.
• Applicants must have a commitment to working with people living with HIV and other disabilities; persons of diverse sexual orientations, gender identities, racial and ethnic backgrounds; and low-income clients.
• Applicants must have the ability to work quickly, independently, and responsibly, with close attention to detail and strong organizational skills.
• Applicants must have the ability to conduct sensitive, empathetic interviews that respect the dignity and diversity of clients.
• Applicants must have the ability to maintain client records and information in an accurate, timely, and confidential manner.
• Applicants must have the willingness and ability to work effectively with computerized intake, recordkeeping, and case management systems.
• Applicants must be able to maintain a respectful, non-judgmental, and compassionate manner with patients/clients/staff.
• Applicants must be able to demonstrate excellent customer service by identifying and exceeding customer requirements.
Education and Experience Required
• Applicants must have six or more years of practicing legal experience with at least two years experience supervising attorneys and legal support staff.
• Applicants must have a law degree from an accredited law school, and be admitted to practice in at least one of these jurisdictions: the District of Columbia, Maryland, and Virginia.
• Applicants must be either admitted to practice in the District of Columbia or be eligible for immediate admission to become a member of the DC Bar.
• Prior experience with these areas of law is not required but is a plus: public benefits and insurance programs, including Medicare, Medicaid, Social Security Retirement and Disability, and health insurance subsidies available through the Affordable Care Act.
• Must have demonstrated commitment to legal services work for low-income or otherwise disadvantaged populations, either through past employment at a non-profit legal services provider or through substantial pro bono work on behalf of low-income or otherwise disadvantaged clients.
• Must have demonstrated commitment to working with members of the Lesbian, Gay, Bisexual, Transgender, Gender Expansive, Queer, Asexual, and Intersex communities.
• Experience working with an ethnically, culturally, and racially diverse work staff preferred; ability to work harmoniously with diverse groups of individuals required.
Working conditions for this position are normal for an office environment. Individual may be required to work evenings and/or weekends and organization events.
• Lifting: No more than 20 lbs. and infrequently.
• Movement: Standing and sitting for long periods.
• Visual: Long periods on a computer.
• Concentration: Extended periods of engagement with computer systems where concentration is key to accuracy in data entry. Intermittent periods of engagement with a telephone system to respond to inquiries where concentration is key to task performance.
