The Labor Relations Department’s mission is to provide comprehensive service to departments within the University and Medical Centers for all labor related issues, negotiate collective bargaining agreements with unions representing University staff in accordance with prevailing University policy, rules and law, work cooperatively with internal and external clients to implement contractual provisions, and generally to represent the University’s interests when dealing with labor organizations representing University of Washington staff.

The position’s purpose is to assist in the management of the day-to-day operations of the Labor Relations Office, act as liaison between the Labor Relations Office and internal and external clients, respond to contract interpretation inquiries, represent the department on University committees, and participate on certain contract negotiation teams. The position partners with the Assistant Vice President of Labor Relations, Director of Labor Relations, Labor Relations Specialist(s), and Human Resources Specialist to promote the University’s overall mission.

RESPONSIBILITIES:

Coordinate workflow for the Department’s Assistant Vice President, Director, and Labor Relations Negotiators.  Provide complex technical support including, but not limited to, initiating and composing correspondence, scheduling meetings, conferences, developing reports, presentations, making travel arrangements including itinerary preparation and travel reimbursement, maintaining and ordering office equipment and supplies.  Oversee projects and related file inventory and general office maintenance. Assist in organizing and preparing for union related meetings including negotiations sessions, securing rooms, catering, notification of UW team members, authorizing release for Union team members, producing negotiations notes, etc.

Document and track all grievances, mediations, arbitrations, unfair labor practice petitions ensuring that contractual timelines for meetings are met and timely correspondence issued to union representatives.  Develop systematic process for obtaining all background material associated with grievances, work with HR Consultants to include relevant documentation in connection with grievance processing.  Schedule grievance meetings, mediations and arbitrations working with the Attorney General’s office and assigned arbitrators.

Primary resource for telephone inquiries by department managers, staff and general public regarding union bargaining unit status, union security clause requirements and contract distribution.

Collaborate with the LR Communications Specialist and Implementation Specialist to organize Department’s statistical information on grievance, mediation, arbitration, unfair labor practice filings, joint union/management meetings, training sessions, and other relevant information to be included in various University reports.

Assist Implementation Specialist with tracking information requests pertaining to grievances, employment issues, and material required by unions for negotiations and ensure timely response to requests.

Other duties as assigned.

MINIMUM REQUIREMENTS:

•Bachelor's degree in business administration,  human resources or related field
•      Two to three years of relevant experience

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

ADDITIONAL REQUIREMENTS:

•Strong written and verbal communication skills and ability to communicate with a diverse client population, both internal and external, to relay accurate, appropriate and timely information regarding labor relations issues and contract compliance.
•The position requires a high degree of administrative skills and proficiency in use of word processing, Excel, use of database queries and reports.
•Demonstrated organizational ability, intense attention to detail and ability to maintain confidentiality on labor relations issues are critical success factors and form the essential basis of this position.

DESIRED:

•In-depth knowledge of UW Human Resources, Office of the State Human Resources Director (formerly known as the Department of Personnel) and Public Employment Relations Commission (“PERC”) policies and procedures.
•Experience with UW systems including Workday, etc.
