Essential Functions: JOB PURPOSE:This position provides overall management of administrative and business functions for the Office of the Medical Examiner including financial management, budget, grant administration, facility management, risk management, human resources, and procurement. This is the top administrative position for Office of the Medical Examiner. This position recommends, develops, and implements policies and procedures to ensure effectiveness and efficiency in the day-to-day operations. Prepares, executes, monitors and adjusts the Office of the Medical Examiner's annual budget. Consults with the Chief Medical Examiner and Executive Committee on budget initiatives. This position serves as the lead contact for all internal and external auditor requests and ensures that audit points are addressed; and assists the Chief Medical Examiner with Office of the Medical Examiner strategic planning process. Reports to Wayne State University's Medical Examiner Liaison.ESSENTIAL FUNCTIONS:Oversees the annual operating budgets, and resources (including special grants and contracts). Coordinates the development of Office of the Medical Examiner budget initiatives. Provides technical assistance regarding budgets/revisions, and general finance to Office of the Medical Examiner senior staff and business staff. Provides guidance, policy interpretation and technical supervision to business staff. Ensures that Office of the Medical Examiner program expenditures are monitored and that management/financial status reports are prepared. Identifies expenditure variances and recommends methods, strategies, and procedures for controlling operations to assure allocated resources are neither exceeded nor significantly underutilized. Serves as Lead administrative manager responsible for human resources management for Office of the Medical Examiner operations. Work closely with Wayne State University Human Resources for guidance and policy interpretation/implementation. Assures compliance with HR regulations, policies and practices. Trains and supports managers and supervisors in recruiting and retaining excellent staff. Ensures personnel are effectively and efficiently assigned work across the Office and appropriately trained, tasked and supported. Develops expectations so that expectations are clearly understood by reviewer, supervisor, and employee. Creates developmental plans to promote professional growth. Ensures performance plans and evaluation deadlines are met and there is a method of evaluation which actively involves employees. Ensures human resource issues are dealt with in a timely, professional and effective manner. Provides ongoing feedback to staff regarding performance. Meets periodically with employees to review performance. Assists with direction and guidance of staff reporting to the Chief Medical Examiner. Provides them with opportunities to enhance their performance. Ensures that all required training, licensure, accreditation and proficiency programs are current and that the Office of the Medical Examiner is compliant with all applicable laws, ordinances, and regulations.Continued in Unique Duties...
Qualifications: Education: Master's degree in Business management, Administration, Public Administration, Public Health Administration or Health Care Administration from an accredited college or university. Candidates with an equivalent combination of education and experience may be considered.?Demonstrated knowledge/experience as a manager performing program, administrative and business management functions independently, including supervision, human resources, purchasing, financial management, maintenance of fixed assets & facility management. ?Demonstrated ability to make critical policy and program decisions. ?Extensive experience in computer operations and automated systems. ?Experience in Team Development, Financial Systems, Automated Systems and processes, and Leadership. Demonstrated ability to perform management activities, including priority setting, budget management, human resources, strategic planning, and the formulation and implementation of department policy. ?Strong analytical and organizational skills with a problem-solving mindset. ?Ability to establish and maintain effective working relationships with OME staff, criminal justice agencies, funeral homes, private attorneys and medical professional, and the general public. Experience Specialist (minimum 5 years of job-related experience)Five to seven years of managerial experience of which all must include supervision.Knowledge, Skills and Abilities?Knowledge of federal, state and local ordinances, regulations and laws governing death investigations. ?Possession of a master's degree from an accredited college or university in Public or Business Administration, or a closely related field. ?Ability to independently manage a variety of projects while ensuring appropriate tracking, quality control, follow-up and multiple deadlines are met. ?Proven ability to provide organization leadership to coordinate complex and distributed work activities to meet key goals and foster best business practices. ?Demonstrated ability to effectively plan and manage projects and facility needs.?Ability to develop alternative approaches and ideas. Identify and resolve problems in a timely manner. Ability to creatively address issues and find workable and effective solutions?Ability to develop strategies to achieve organizational goals.
