UW Medicine Supply Chain Management team has an outstanding opportunity for a full-time, CONSIGNMENT SOURCING SPECIALIST.

RESPONSIBILITIES:

Leadership and Procuement:
  • Participate in resource planning, assessing and prioritizing requirements for contracting, consignments, patient safety, and the use of the internet for procurement and contracting transactions.
  • Perform Contract Administration for the consignment contracts by developing and/or recommending contract language to ensure vendor performance; reviewing all vendor contracts prior to forwarding to the Attorney General's Office.
  • Identify best practices for conducting major consignment contracts in a cost effective and expeditious manner, while managing risk issues and ensuring compliance with external rules and regulations.
  • Identify best practices in conjunction with the UW Medicine teams; Materials and Logistics System Director, Information Services System Director and Clinical Integration & Value Analysis Director to advise on the management of a complex surgical and integrated clinical services inventory consisting of implants, consignments, general surgery products and specialty equipment.
  • Develop long term procurement and contracting strategies around consignment inventory and implement procedures and systems which will support the consignment programs
  • Under independent delegated authority, plan, award, and administer contracts for goods and services covering a wide range of technically complex products and serve as liaison with surgical and integrated clinical services staff to ensure effective overall operation of the procurement, contracting and payables system.


    Contracting Needs:
  • Coordinating with clients regarding their requirements; drafting of technical specifications; recommending technical assistance and proposing standardization of goods when appropriate.
  • Developing and drafting contracts that are compliant with UW Medicine Medical Centers, University of Washington and State of Washington rules and regulations

    Research and Supply Investigations:
  • Researching existing contracts, i.e. UW Medicine Medical Centers, University of Washington, State of Washington, Vizient (GPO), for applicability.
  • Locating, contacting and interviewing both via telephone and by personal visits potential vendors; monitoring the performance in a documentable fashion of existing vendors currently doing business with UW Medicine Medical Centers in such areas as quality of goods and quality of service to clients; monitoring and ensuring compliance with specifications and contract terms and after-sale support and follow-up.
  • Soliciting vendor response by approved, procedural methods for specific competitive contracts; selecting the appropriate method, i.e. Request for Information, Requests for Proposal, telephone quotation, Request for Quotation, Request for Bid; Request for Qualification and Quotation, direct negotiation; fully and completely documenting the reasons for process selection.

    Service Level for Clients:
  • Providing prompt, courteous response to inquiries, requests and appointments.
  • Managing contracts to expiration dates and taking action to maintain up-to-date and active contracts.
  • Maintaining paperwork in contract files.
  • Making priority application and assignment to requests for purchases, contracts, and agreements.
  • Advising clients of existing or potential policies and/or procedures that may affect their requisitions.

    Contract Process:
  • Leading, directing, training, educating and evaluating employees as required.
  • Exhibiting a willingness to handle a fair share of the departmental workload as identified by management; participate as required in back-up and fill-in plans.
  • Surveying and analyzing procedures and Strategic Sourcing processes; prepare findings, report and recommend improvements to management.
  • Participating in routine departmental operations in a timely and productive manner, i.e. management reports, public bid openings, contract maintenance.
  • Actively participating in long-term planning.


    REQUIREMENTS:
  • Bachelor’s Degree in emphasis in healthcare supply chain management or other quantitative field.
  • Four years of experience in procurement and contracting activities in support of a health care organization, preferably in the public sector, especially in a research/teaching setting.  Knowledge of medical terminology and items used in a hospital.
  • Equivalent experience may substitute for degree requirement
