The Associate Vice President (AVP) for Public Safety & Emergency Management is responsible for leading and administering a complex department responsible for campus safety and security including emergency management, parking, transportation, access, event security, and integrated security systems. Responsible for long-term planning, management, and training of all uniform security officers, office staff, and student workers. This is a position of public trust and represents University of Redlands in a highly visible manner. Ensures the Department's mission is embraced by all Public Safety personnel to foster an environment where students, faculty, staff, and guests on our campuses feel safe, protected, and respected as they carry out their activities.
Reporting to the Vice President for Administration, the AVP provides vision, leadership, strategic direction, management, and support for the University's 24/7/365 operations of the Department of Public Safety. The Department is responsible for safeguarding the persons and properties of students, faculty, staff, and visitors to the University's campuses. The AVP leads this multifaceted Department that provides protective services such as patrol, crime prevention, crime and student conduct investigation, dispatch, emergency management, traffic and parking management, transportation, locksmithing, and enforcement. The division takes a primarily educational role when dealing with students and participates in a community building approach to public safety as well as providing educational presentations to students and the campus community about campus and personal safety. The successful achievement of these responsibilities includes development of policies and procedures for the effective and efficient implementation of all crime response and suppression strategies, as well as campus safety programs for the main and regional campuses.
The AVP remains on-call and available to provide guidance and direction for issues of safety, liability, or public scrutiny on a 24/7/365 basis and ensures 24/7/365 scheduling of Public Safety staff.
Duties and Responsibilities:
The duties and responsibilities include, but are not limited to, the following:
Public Safety Operations
Serves as external liaison with the local community, federal, state, and local law enforcement, and other applicable agencies.
Serves on various internal and external committees representing the University.
Directs budgets, manages staff according to overall company policy, and resources tied to the unit.
Oversees management related to crime prevention and policy enforcement, Clery Act, and related Title IX compliance, and community engagement program development.
Develops and oversees comprehensive safety and security standards, operational plans, officer deployments, and enforcement of department and university requirements.
Interfaces effectively with senior leadership and appropriate offices (e.g., Student Affairs, Campus Support Intervention, Human Resources, the Provost, Office of General Counsel, and Office for Equity, Equal Opportunity, and Title IX amongst other offices); and works closely with other departments (e.g., Facilities Planning & Management, Information Technology Services, and Environmental Health & Safety amongst others) on safety, security, and access protocols.
Collaborates with local law enforcement, external stakeholders, and internal University leaders to implement effective crime prevention strategies and emergency response protocols; and oversees management related to crime prevention and policy enforcement, Clery Act, and related Title IX compliance, and community engagement program development.
Fosters an atmosphere of cooperation and mutual respect between external agencies and our internal community via non-threatening interactions. Liaises with Redlands Police Department, Redlands Fire Department, San Bernardino County Sheriff's Department, District Attorney's office, and criminal courts system.
Handles budgeting and fiscal management of the Department of Public Safety.
Recruits and retains qualified uniformed and support staff.
Supervises and monitors performance of the team and assess outcomes, hiring, recruitment, and discipline per policy.
Maintains a current comprehensive knowledge of federal, state, and local laws pertaining to campus and surrounding community activities with emphasis on Clery compliance.
Ability to respond to calls for service, including potential for armed response to emergency incidents on campus.
Manages University's crime and incident dispatch and records management system.
Coordinates industry best practices on crime prevention, community policing, and safety training activities.
Conducts and coordinates threat assessments, working with federal, state, and local resources to evaluate and mitigate risk to the campus community and its members.
Directs, collaborates, and consults with other departments on confidential and sensitive investigative matters, both on and off campus.
Maintains a collaborative relationship with the Federal Bureau of Investigation (FBI), Higher Education Liaison resources.
Plans for security needs at events on campus and scheduling the necessary internal and external resources to ensure safe and lawful activities.
Directs and reviews Incident Operational Plans and After-Action Reports of planned and unplanned events.
Provides safety and security consulting to the regional campus and study abroad directors.
Manages planning needs associated with safety and security of events and gatherings on-campus.
Contracts with private entities for special security functions, as needed.
Establishes and maintains contracts for uniform and equipment needs of the Department.
Maintains a collegial relationship with peer institution counterparts.
Coordinates Public Safety response to NIXLE anonymous tip system.
Maintains a collaborative relationship with San Bernardino County Transportation Authority on safety and security issues associated with the rail station adjacent to campus.
Maintains institutional membership and actively participates in the International Association of Campus Law Enforcement Administrators (IACLEA) committees, training, and events.

Compliance
Ensures Clery compliance (for all campuses including abroad) with training, reporting, policy development, access to records, and notifications to the community (Jeanne Clery Act Compliance Officer and coordinator with U.S. Department of Education on Clery regulations).
Prepares and publishes the Campus Safety Guide and Annual Crime and Fire Safety Report for each of the University's campuses and Study Abroad programs.
Ensures Daily Crime Log is updated and posted as required.
Oversees the University Emergency Notification - Bulldog Alert System.
Manages the monitoring of all fire and intrusion alarms for University property both on and off campus.
Coordinates and administers Southern California Air Quality Management District (SCAQMD) Rule 2202 compliance.
Ensures adherence with Federal Communications Commission requirements and licensing pertaining to dispatch and patrol functions.
Serves as member of University Risk Management Committee.
Develops and complies with institutional and divisional policies that are based upon best practices in higher education.
Emergency Planning and Preparedness/Proactive Interventions
Serves as the Director of the campus Emergency Operations Center and Incident Command System response and has oversight of emergency planning and preparedness.
Represents the University on the city of Redlands Hazard Mitigation Planning Committee.
Collaborates with Redlands Police Department on issues related to law enforcement on-campus, as well as events occurring off-campus with potential of impacting the University community.
Ensures compliance with Standardized Emergency Management System (SEMS), National Incident Management System (NIMS), and Incident Command System (ICS) protocol.
Maintains an open relationship with Redlands Fire Department in the planning, prevention, and response to emergency incidents of fire/life safety on-campus.
Coordinates contacts with AMR Ambulance and non-emergency transportation services for medical and mental health evaluation needs.
Provides interactive and tabletop training to Cabinet on Emergency Preparedness on an annual basis.
Training
Identifies and facilitates personnel training needs to comply with state laws and regulations, division policies, and best practices.
Ensures compliance with Bureau of Security and Investigative Services regulations as they apply to licensing and training of campus safety personnel.
Facilitates personnel training needs in areas of Clery, Title IX, and FERPA.
Attends local, regional, and national training forums to remain current on legal issues and industry practices.
Attends forums and provides safety orientation training to faculty, staff, students, and parents.
Parking and Transportation
Administers parking control, permit issuance, signage, enforcement, and citation fine collection.
Oversees transportation coordination and scheduling of University van fleet and the campus student shuttle service.
Administers Department of Motor Vehicles Pull Notice program.
Reviews employee and student driving records to determine eligibility for inclusion in the University Approved Driver program.
Monitors leases and coordinates maintenance needs for all patrol and van fleet vehicles.
Performs other duties as required or assigned.
Qualifications Guidelines

Experience/Training/Education:
Required
Bachelor's degree from an accredited college or university with study in the areas of criminal justice, business administration, psychology, sociology, or related field is preferred.
Minimum of 10 years of public safety/police experience, with progressive responsibilities attained at the rank of Captain or above.
A valid drivers' license with a safe driving record is required.
A physical examination demonstrating physical ability to perform the essential functions of the job, a psychological evaluation, and a comprehensive background check.
Preferred Qualifications
Master's degree in business administration or directly related field.
Experience at the level of Assistant Chief or above with direct responsibility for departmental strategic planning, budget preparation and management, and operational oversight.
Graduation from FBI National Academy or POST Command College is highly desirable.
Experience working on a residential higher education campus and Clery training.
Special License/Certification:
California Peace Officer Standards and Training (POST) certificate at the Management level.
Must be licensed by State of California Bureau of Security and Investigative Services for Guard Registration, Baton Permit, and Chemical Agent certification within 60 days of employment.
Must be legally eligible and capable of securing licensure for Exposed Firearm Permit by State of California Bureau of Security and Investigative Services within 1 year of employment.

HIRING RANGE: Anticipated hiring range is near or at the minimum of the classification, commensurate with candidate's education, experience, skills, and training. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is defined as the Full Pay Range. The budgeted salary or hourly range that the University reasonably expects to pay for this position defined as the Hiring Range. Placement within the Hiring Range is determined by internal equity, and relevant qualifications.

PHYSICAL AND PSYCHOLOGICAL EXAMS: For certain positions typically in Public Safety, Facilities, Athletics and Information Technology Services departments, employment is contingent upon a candidate passing a pre-employment physical exam with the ability to lift in excess of 50 lbs. Public Safety Officers, in addition to a pre-employment physical exam, will also be required to pass a psychological evaluation.
