This position will assist with drafting, coordinating, and revising rules to implement the statutory authority, powers, and duties imposed upon the Department for regulating entities and matters that fall under the agency's jurisdiction.
Review, analyze and edit inter-agency contracts. Ensure that appropriate deliverables are crafted so as to be consistent with the agency's authority and mission. Ensure that contracts are legally sufficient and include provisions consistent with statutes as interpreted by the Attorney General.
Provide regulatory guidance to Program staff. More specifically, assist the Director in advising the agency and staff with respect to the application of various federal and state statutes, including but not limited to the Administrative Procedure Act and the Open Public Meetings Act, as they apply to formal public meetings and hearings. Assists the staff in the performance of their duties which are affected by regulatory and legal responsibilities.
Furthermore, this position will prepare official correspondence, orders, and agency decisions. Assist the Director in the review of decisions, orders, and reports to ensure: 1. compliance with appropriate laws as they affect administrative and regulatory functions; and 2. consistency with established policy and precedents. As assigned, advises on regulatory precedents to assure policy continuity and legal sufficiency insofar as all formal decisions are concerned.
This position may be eligible to participate in the Department's pilot telework program, which offers eligible employees the opportunity to work remotely for up to two (2) days per week, as approved by management.
EDUCATION: Graduation from an accredited law school with a Juris Doctor (J.D.) Degree.
EXPERIENCE: One (1) year of experience in conducting legal research, analyzing and evaluating regulatory matters in a government agency; or one (1) year of experience as an attorney.
LICENSE: Appointee must be eligible to practice as an Attorney-At-Law in the State of New Jersey.
Appointee must possess a current Certificate of Good Standing issued by the New Jersey Board of Bar Examiners, or other license to practice law issued by any state in the United States.
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
