Job Purpose and Summary
This position is responsible for the investigation, pursuit, and collection of unpaid electronic toll collection (ETC) payments. The incumbent supervises revenue enforcement actions against toll evaders who travel on the Pennsylvania Turnpike, and who may/may not be covered by Act 165 of 2016. Work involves handling information of a sensitive and confidential nature, performed with significant independence with direction provided by a manager. Supervision is exercised over a staff of professional ETC investigators.
Essential Functions & Responsibilities
Manages, plans, and organizes revenue enforcement operations and staff functions including supervision, performance management, delegation of work assignments, and review of work product.
Works with the Legal Department and outside counsel to manage civil or criminal efforts to collect unpaid tolls through civil and/or criminal proceedings. Recommends final action, prosecution, or follow-up activities of revenue enforcement matters.
Tracks and monitors all toll evasion incidents including status, costs, and collected amounts. Delegates work and recommends investigative procedures or alternative actions to be taken.
Prepares and reviews legal documents (demand and complaint letters) to ensure factual content, legality of evidence, and logical conclusions. Supervises the research, collection of data, database entry, and document examinations.
Analyzes data to determine travel patterns and related information in pursuit of payment. Prepares reports for management.
Monitors the effectiveness of systems, programs, policies, and procedures. Makes recommendations for the management of the revenue enforcement program and implements new methods/processes to improve toll payment and collection.
Collaborates with internal departments and external agencies to exchange information and coordinate activities.
Acts as the approval authority for requests generated by staff for access to certain reports governed by federal law.
Meets regularly with law enforcement officials, local district attorneys, and their investigative staff to provide information needed to obtain an arrest warrant and/or pursue prosecution in a criminal court.
May testify in court as a fact witness or custodian of records.
Works with the Legal Department, court of common pleas, county clerk’s office, and outside counsel to execute awarded judgments and file the appropriate documents for collection of payments due to the Commission (i.e. bank levy, garnishment of wages, property liens).
Provides advice regarding revenue enforcement issues and matters to departmental staff. Advises departmental staff of interpretation of laws and proper courses of action. Consults with the Legal Department for the appropriate course of action for specialized and difficult situations.
Participates in and/or represents the PTC in designated committees, planning groups and meetings.
Uses situational awareness to anticipate and prevent accidents.
Performs related duties as assigned.
Qualifications
Bachelor’s degree in criminal justice, business administration, or related scientific/technical field. Equivalent combination of education and/or experience may be accepted.
Six (6) years of experience in debt management, debt collection, and/or law. Equivalent combination of education and/or experience may be accepted.
Three (3) of the years of experience must be in a supervisory capacity.
Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.
Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
