The Office of the General Counsel (OGC) is responsible for addressing legal issues arising out of the activities of Stanford University, Stanford Health Care and Lucile Salter Packard Children's Hospital at Stanford. The Department of Public Safety (DPS), a division of OGC, exists to provide a safe, secure atmosphere which is conducive to freedom of expression and movement, within the constraints of the Federal, State, and Local laws and ordinances.
Position Summary
The Office of the General Counsel and the Department of Public Safety are seeking a Human Resources Manager 3 to provide the full range of human resources services to both organizations. Reporting directly to the Deputy General Counsel and Managing Attorney with a dotted line to the Director of Public Safety, this position will help support the departments' and university's mission through strategic, innovative, and flexible policies, practices, programs, and services that create and sustain a workplace culture that values providing high quality customer service, fosters employee development and growth, promotes respect and diversity, and supports the integration of the demands of work and life.
The Human Resources Manager will provide human resources support for approximately 35 regular benefits eligible employees working in the Office of the General Counsel plus 50-70 regular benefits eligible employees (both bargaining unit and non-bargaining unit employees) and an additional 50-70 casual employees working in the Department of Public Safety; the estimated effort will be approximately 75% with DPS and 25% with OGC. The Human Resources Manager will provide support in the following areas: employee & labor relations; bargaining unit agreement implementation; benefits, compensation & salary planning; leave management; performance management; diversity, equity, inclusion & belonging; employee support programs & services; HR communications; and recruitment/talent management. Both OGC and DPS work primarily onsite on the beautiful Stanford campus.
Employees working in the Department of Public Safety provide 24/7 services to the Stanford Community including law enforcement, security, emergency and critical incident response. These expectations create unique issues and challenges from a human resources perspective requiring skilled and knowledgeable solutions and responses including occasions when evening or weekend work is required.
CORE DUTIES- not all duties have been included
* Collaborate with senior leadership from both OGC and DPS to define and implement human resources strategy and ensure compliance with applicable law and university policy. These might include recruitment and talent management strategies; employee performance and recognition practices; review and response to employee accommodations; or the development of an employee feedback system. Ensure managers and supervisors are familiar with policies and are following best practices.
* Manage investigations of employee relations issues; ensure adherence to both university performance management/discipline guidelines as well as applicable disciplinary guidelines/regulations. Develop and implement an appropriate resolution including any necessary follow up actions. Requires familiarity with university administrative guide, HR best practices, applicable department and/or county general orders, and Stanford Deputy Sheriff's Association (SDSA) bargaining unit agreement. Provide coaching and advisement to department managerial and supervisory personnel on complex issues.
* Oversee the performance appraisal process for both OGC and DPS personnel to ensure compliance with organization objectives and mission; meet with managers and supervisors to review performance management process, providing guidance to facilitate consistency and fairness in the process. Collaborate with senior staff to develop organizational goals and implement processes that support those objectives. Provide relevant coaching and guidance.
* Manage the annual salary-planning process for both DPS and OGC. Collaborate with assigned compensation partner to receive and implement salary-setting guidelines; communicate annual guidelines with Director of Public Safety and the Deputy General Counsel. Review job classification assignments as necessary and advise managers on appropriate job classifications that are consistent with university guidelines. Implement bonus/incentive programs that are consistent with department and university goals.
* Direct and oversee hiring and recruitment activities for OGC and DPS. Review recruitment efforts of DPS recruitment specialist and OGC hiring team, providing direction to support talent management goals including diversity, equity and inclusion initiatives. Review hiring/retention data in applicable data warehouse(s) and explore/implement options to meet department staffing goals. Draft offer letters and other candidate communications in compliance with university guidelines. Develop complex offers for OGC and DPS; oversee searches to fill positions that have been challenging to fill (specialty legal positions, technology positions, H1B visa employment, etc.).
* Coordinate and manage employee leaves including work related disability leave, personal leaves (employee non-work related, bonding leaves, family temporary disability), work place accommodation requests, etc. Liaison between Stanford's disability and leave office, risk management, and employee and labor relations as needed. Provide training and oversight to department managers and supervisors to ensure consistent compliance with law and policy.
* Oversee and approve human resources transactions submitted for processing. Prepare reports, and analyze data available through local and centralized database resources. Conduct periodic audits of payroll and HR records to ensure accuracy and compliance; review HR data available in OBI and from other data sources; report on department HR metrics as needed for review, budgetary support, etc.
* Oversee interpretation and implementation of the Stanford Deputy Sheriff's Association (SDSA) bargaining unit agreement. Represent DPS in negotiating labor contracts for SDSA members.
Minimum Education and Experience Required
Bachelor's degree and eight years of relevant experience, or a combination of education and relevant experience.
Minimum Knowledge, Skills and Abilities Required
* Demonstrated experience providing management support in a combination of human resources areas including but not limited to employee and labor relations; employment and labor law; compensation; recruiting and hiring; diversity, equity, and inclusion; training and employee development; performance management and coaching; and organizational development.
* Demonstrated interpersonal skills, understanding of group dynamics and a successful record of establishing credibility and trust with a diverse client group.
* Strong analytical, critical thinking, problem solving, judgment, negotiating, influencing and decision-making skills.
* Ability to maintain confidentiality, tact and diplomacy; in this position it will be important to be able to maintain separate distinctions between information pertaining to OGC and information pertaining to DPS.
* Excellent written and oral communication skills; ability to prepare clear and concise reports and deliver presentations and/or training to employees and managers.
* Demonstrated proficiency with applicable business applications (Microsoft Office suite, Taleo, PeopleSoft, Google Drive suite, etc.) and human resources information systems.
* Ability to work in a fast-paced environment and complete work in a timely and accurate manner. Attention to detail is critical to this role.
* Flexibility and calmness in managing a large work volume with minimal supervision under tight deadlines and in pressure situations.

* Ability to adjust schedule in order to provide support to employees working non-standard work schedules.
* Willingness to carry a department issued communication device (mobile phone) and respond outside of regular business hours.

The expected pay range for this position is $173,000 to $205,000 per annum. Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs.
