Overview: This position primarily provides legal counseling to Kaisers Medicaid Manage Care line of business. The position supports the Legal Departments Government Programs Practice Group. This is a broad regulatory practice supporting Kaiser Permanente’s Medicaid Managed Care operations as an integrated delivery system in jurisdictions outside of California where Kaiser Permanente operates. The position will work closely with colleagues in the Legal Department supporting Provider Operations, Medicare, Provider Contracting, and other practice areas, as well as with colleagues supporting other Kaiser regions.
Relos: Yes, (depending on experience). Compensation: $225,000 - $275,000 with includes base salary + significant bonus, and pension plan. Location: Rockville, MD (currently a 100% remote position).
Principal Responsibilities:
Advise Medicaid Managed Care leadership regarding Medicaid regulatory and operational matters, including but not limited to, federal and state regulation and compliance, new product development and design, benefits, delegated plan contractual relationships, marketing, dual eligible enrollees, financial and regulatory audits and filings, regulatory enforcement matters, and State Medicaid Requests for Proposals.
Serve as a subject matter expert and educational resource on all aspects of Medicaid and Childrens Health Insurance Program (CHIP) for business leaders and colleagues
Basic Responsibilities:
A minimum of eight (8) years of health care law experience, including a minimum of 3 years of Medicaid law and regulatory experience.
Successful candidate will have a working knowledge of federal and state government-regulated lines of business.
Experience providing interpretation and analysis of statutes, regulations and sub-regulatory guidance.
Bar license in Maryland or willingness to obtain such license within two years is strongly expected.
Juris Doctor required.
Preferred Qualifications Include:
A minimum of ten (10) years of health care law experience, including a minimum of three (3) years of Medicaid law and regulatory experience relevant to at least one of the following jurisdictions (Maryland, Virginia, Georgia, Colorado, Hawaii) strongly preferred.
Experience counseling Medicaid Managed Care plans in the following areas:
Medicaid marketing and benefit rules.
Medicaid appeals and grievances.
Medidcaid Requests for Proposals.
CHIP
Financial issues such as rate setting, MLR, risk adjustment and third-party liability claims.
