The Office of Justice and Civil Rights (OJCR) within the Office of the Secretary, is seeking an Alternative Dispute Resolution (ADR) Third Party Administrator to guide, consult, investigate, train, and support DSHS, overall program coordination, and function of civil rights investigations and dispute resolution. In this role, as an Alternative Dispute Resolution (ADR) Third Party Administrator, you will develop alternative dispute resolution and third-party complaint policies, procedures, and standard work for the Office of Justice and Civil Rights Employee Investigations Unit that potentially impact DSHS. You will design an alternative dispute resolution (ADR) program and begin program implementation. You will design a third-party process to address complaints (e.g., any person, group, or organization may report violations of DSHS’s non-discrimination policies). You will conduct investigations, review existing documentation, and determine the approach(es) to take to address program concerns and partner with the key stakeholders while assisting with the day-to-day operations of a busy unit!
Some of what you'll do:
Design, implement, refine, and oversee an administrative system for overseeing DSHS’s ADR program.
Assist with developing and providing mediation and conflict resolution training DSHS programs.
Design, develop, and conduct initial, specialized, and advanced investigations training.
Mediate disputes between DSHS staff and third parties; help parties work towards voluntary, consensual, and mutual agreements.
Monitor the performance of those participating in ADR to ensure adherence to the DSHS’s processes and ethical rules.
Train DSHS staff regarding ADR, Advise DSHS leadership on strategies and techniques in specific cases.
Prepare and revise documents, including reports and memoranda containing legal analysis of the evidence presented in assigned matters.
Provide effective advice and assistance, conduct effective reviews, and to develop useful work products.
Conduct legal research of pertinent laws, regulations, or guidance documents as necessary to resolve assigned matters and special projects in support of ADR and the OJCR, as assigned.
Evaluate third-party harassment, discrimination, and retaliation complaints to determine liability, damage, and exposure from civil rights complaints.
Make strategic recommendations for reducing the frequency and severity of discrimination, harassment, and retaliation complaints.
Supervise staff who are accountable for the ADR and Third-Party Investigation processes.

Who should apply?
Juris Doctor from an accredited law school, from a school of law accredited by the American Bar Association.
At least five years of full-time progressively responsible experience as an attorney.
At least one year of supervisory experience.
Experience as a Mediator
Preferred/desired education, experience, and competencies:
Ability to work effectively with a variety of people.
Excellent organizational skills and experience handling multiple tasks and projects.
Prior Washington court experience.
Experience with a court-sponsored ADR program
