T-Mobile’s Public Sector Sales Legal team is hiring a Senior Counsel to manage and enhance its best-in-class public sector compliance programs. Reporting to the Senior Director of the Public Sector Sales Legal team, the attorney will identify legal and compliance obligations imposed on T-Mobile through law or government contract, and collaborate with leaders in the legal, business, and compliance groups to ensure that the Company has adequate processes and procedures in place to meet those obligations. The attorney will provide informed and complex legal advice, as well as training, to business units involved in federal, state, and local government contracts.
What you’ll do in your role.
Improve existing, and develop new, processes and procedures to ensure that T-Mobile meets mandatory federal, state, and local law, regulation, and other contractual compliance obligations applicable to its status as a government contractor.
Coordinate with transactional attorneys, other legal subject matter experts, public sector sales and operations teams, to provide timely and targeted legal advice on all manner of government contract compliance issues, including:
Conflicts of interest regulations, pay-to-play rules and procurement lobbying guidelines.
CPARS/Past Performance review and suspension/debarment risks.
Gift & gratuity/charitable donation questions.
Prohibited equipment/supplier rules, including SCRM, and Section 889 compliance.
CMMC and similar government contract specific cybersecurity requirements.
Work closely with business leaders to review and update (as necessary) existing controls in public sector contracting processes that are designed to ensure prevention and detection of improper or unethical conduct in connection with government contracts.
Coordinate with legal colleagues and business leaders to ensure that business units are aware of reporting and other legal obligations contained in government contracts and advised of their inherent and potential risks.
Serve as a Legal Compliance resource for public sector monitoring and testing programs.
Assisting in developing user friendly self-help compliance educational programs and materials for internal teams involved in or supporting government contracting.
Develop and lead compliance training presentations for business partners and stakeholders.
The experience you’ll bring.
Qualifications (Required):
A U.S. law degree and admission to at least one state bar required.
7+ years of experience as an attorney with relevant government, in-house, or top law firm experience.
Strong federal government contracting experience, including experience analyzing, interpreting, and advising on Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and other government procurement regulations, statutes, or codes.
Extensive knowledge of government contract certifications and attestations and corresponding risks (including False Claims Act liability).
Ability to collaborate with other legal and business professionals in a complex organization with a focus on delivering crisp and precise ethics and compliance guidance to business leaders on tight deadlines in a fast-paced environment.
Familiarity with CMMC/FISMA/NIST cybersecurity compliance regimes.
Strong oral, presentation and written communication skills, as well as outstanding organizational and analytical skills required.
Ability to clearly communicate legal requirements — particularly programmatic or reporting requirements—to a variety of audiences (e.g., front line Sales, Business leadership, support teams, etc.).
Keen business sense with strong judgment and decision-making skills.
Minimal travel required.
Qualifications (Preferred):
Prior experience developing and maintaining government sector compliance programs.
Prior experience advising clients on government audits, inspections, and investigations in connection with government contracts.
Prior transactional experience, including preparation of bids and solicitation responses; and contract negotiations and modifications for government contracts.
Prior experience in State, Local and Education public contracting.
Prior experience working with public sector procurement and contracting officers.
Experience with major GSA and DoD contract vehicles preferred.
Familiarity with U.S. Sentencing Guidelines elements of an effective compliance program.
Familiarity with False Claims Act, qui tam, and whistleblower issues.
Prior experience in telecommunications industry a plus.
