DEFINITION OF POSITION
Provides direct advocacy for members seeking advice regarding employment and due process issues. Assists members with questions and concerns regarding work-related professional, ethical and legal matters. May also present to regions and deliver professional development content concerning management rights and contract assistance.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction and supervision from the Member Support Program Director. Methods of performing tasks are the responsibility of the employee. Considerable latitude is allowed in interpreting and applying policies, rules and regulations within California educational codes and related statutes. Works within the Mem asst and legal support team to collaborate on the resolution of complex or unusual problems. Performance is measured by results accomplished.
DUTIES AND RESPONSIBILITIES:
Provides guidance and advice to members regarding individual employment issues and due process with the intent to help bring resolution.
Responds to requests for professional assistance from members with job-related personal or contractual concerns and problems.
Assists with contract development.
With permission, may initiate contact with school district officials for the purpose of identifying problems.
Depending on the situation, may also authorize time with an ACSA panel attorney.
Plans, prepares and conducts workshops and seminars on management rights, contracts and other related topics.
Provides confidential, consultative support and advice regarding employer-employee relations; may consult with districts, charters and members about collective bargaining issues, assistance with MOU’s, management team coordination and working relationships.
Other duties as requested.
MINIMUM QUALIFICATIONS
Knowledge of:
California Education Codes.
Educational administration, Employment and employee relations principles and practice in the context of California K-12 educational institutions.
Educational policy and practices associated with elementary and secondary education settings. California administrative procedures.
School law and the state budget process.
Proficient in Microsoft Office in a cloud environment (Outlook, Word, Excel, and PowerPoint), Zoom, Teams, Google Drive.
Ability to:
Interpret and apply complex statutory, regulatory, and case law provisions to the area of specific assignments.
Write comprehensive, concise, and technical information in a persuasive and informative manner.
Establish and convey goals, objectives, and policy positions of ACSA.
Make judgments and advise individuals on sensitive, confidential, and/or legal matters.
Maintain confidentiality of sensitive information.
Verbally articulate complex, controversial and/or sensitive information and positions.
Mediate and negotiate complex and sensitive issues.
Speak effectively before large audiences.
Establish and maintain effective working relationships with other staff and with diverse external populations.
Working Conditions
Primarily works remotely
Sitting for long hours, working at a computer workstation for extended periods
Perform light physical activity, including moving up to forty pounds
Up to 10% travel within California may be required by land or air, with occasional overnights to attend meetings and conferences
EXPERIENCE, TRAINING AND EDUCATION
Required Experience:
Minimum of ten years of progressively responsible administrative experience in a school district or county office of education
Required Training/Education:
At minimum, Bachelor’s degree in Education or related field
Clear California Administrator Credential required.
