The Title IX Coordinator ensures that SUNY Fredonia meets all statutes and regulations under Title VI, Title VII, Title IX, VAWA, and the Clery Act and Section 129B of the NYS Education Law by overseeing all related investigations and reporting. They contribute to the health of the campus by working in close partnership with the Office of Diversity, Equity, and Inclusion and university leadership fulfilling our legal obligations but also working in partnership with the rest of the Office to proactively and positively impact our community with the goal of enhancing an environment that fosters personal, professional, and academic success for all. This role also collaborates with external community members such as local law enforcement, district attorney, and community non-profit advocacy agencies. The salary for this position is $70,000 - $90,000.
The position reports directly to the President and will supervise one part-time employee, the Harassment and Discrimination Investigator & Compliance Officer. This position may be the first point of contact for incidents and should be accessible outside of normal business hours. This is a full-time (1.0 FTE) position.
More specifically, the Title IX Coordinator:
- Ensures compliance with Federal regulations related to Title VI, Title VII, Title IX, VAWA, and the Clery Act and Section 129B of the NYS Education Law and has a responsibility to establish, enforce, and review policies in consultation with the Chief Diversity, Equity, and Inclusion Officer to maintain the safe and responsible conduct of the University. They have oversight of intakes and investigations of all complaints pertaining to reports of discrimination related to protected class (race/ethnicity, veteran status, sexual orientation, etc.), sex discrimination, and acts of interpersonal and sexual violence. They will analyze data from the biennial climate surveys to assess the rates, trends, or nature of sexual or gender misconduct in and around the University.
- Works in collaboration with all divisions to coordinate the dissemination of information to students and employees about their rights and the courses of action available to them regarding discrimination based on sex and gender identity and acts of interpersonal and sexual violence.
- Partners with others in the Office of Diversity, Equity, and Inclusion so that the team can collectively implement innovative ways to ensure Title IX operations are culturally sensitive and inclusive.

KEY RESPONSBILITIES
As a direct report to the President, the successful candidate will:
- Interpret and apply requirements related to Title IX and non-discrimination laws and regulations. This responsibility includes:
- Conducting timely and confidential investigations into allegations regarding Title IX violations (sex/gender discrimination) as well as allegations of discrimination against any member(s) of a protected class on a college campus. Tasks include both the initial investigation of reports received and, as necessary, a full investigation into and report on allegations of discrimination.
- Managing caseloads with multiple deadlines, maintaining confidential detailed records, and conveying relevant information in clearly written, concise reports
- Providing effective supervision of the Harassment and Discrimination Investigator & Compliance Officer position, which is a shared position part-time between SUNY Fredonia and SUNY Geneseo. The Title IX Coordinator will cooperate with their counterpart at the other institution to provide effective oversight and ensure balance between the demands of the two institutions.
- Serving as a liaison to legal representation as required in responsible areas
- Work from a mindset informed by cultural competency. This responsibility includes:
- Communicating effectively with individuals from diverse and underrepresented backgrounds.
- Conducting trauma-informed interviews
- Conveying to reporting individuals information regarding available resources and reporting and resolution options
- As a Title IX Coordinator specifically at an institution of higher learning, this position requires its holder to:
- Apply best practices related to higher education laws and policy standards at both the state and federal levels
- Work as necessary with the Student Conduct Office, University Police, Residence Life, Prevention, Advocacy and Wellness Services, Human Resources, and with external community partners such as the district attorney's office and local law enforcement
- Participate in committees and provide service to the university and profession;
- Conduct campus-wide surveys, analyze the data, and report it back to the campus
- Be aware of and understand all university policies.
- As a reflection of SUNY Fredonia's commitment to ongoing development and growth around diversity, equity, and inclusion, the Title IX Coordinator will:
- Partner with others in the Office of Diversity, Equity, and Inclusion to develop and implement a long-term vision for the University around programs, services, education, and assessment of Title IX, VAWA, and NYS 129-B programs and prevention efforts, including but not limited to discrimination, sexual harassment and sexual violence, dating and intimate partner violence and stalking
- Partner with others in the Office of Diversity, Equity, and Inclusion to develop and conduct training on topics related to Title IX and discrimination based on protected class, sex/gender discrimination, and sexual harassment
- Regularly attend SUNY Title IX state-wide meetings and educational training programs to ensure compliance with Title IX investigative standards and continuously identifies and integrates best practices as they relate to Title IX processes.
- Learn necessary software, including BI reporting, to be able to pull requisite data for use in reporting necessary for the office

This is a full-time, (1.0 FTE) Management Confidential position beginning October 1, 2024 at an annual salary of $70,000-$90,000 commensurate with experience.

MINIMUM QUALIFICATIONS

Earned Master's degree at time of application (preference will be given to degrees with clear relevance to the position, including but not limited to law, psychology, sociology, social work, education, and ethnic and/or gender studies) or Bachelor's degree with 4-5 years relevant experience.

Investigative experience in such areas as student conduct, security, equal opportunity/affirmative action, human resources, or other related fields

Demonstrated experience of applying knowledge of Title IX regulations and/or other federal and state non-discrimination laws

Experience with supervision of staff.

PREFERRED QUALIFICATIONS
- Experience in a higher education setting
- Title IX compliance experience
- Experience with investigative and preventative techniques related to complaints of discrimination based on protected class (race/ethnicity, veteran status, sexual orientation, etc.) and sexual violence
- Training in trauma-informed investigation techniques
- Title IX-related training or certification through a nationally recognized organization
- Experience in a SUNY, public sector, and/or familiarity with working in a union environment.
