The Budget and Data Analyst performs professional duties in the creation, maintenance, and reconciliation of accounting records, financial transactions, and faculty data used for the management of budgets and reporting for the Academic Affairs division at the College of Charleston.
Minimum Requirements
Bachelor’s degree in accounting, business administration, economics, finance, and one year of financial experience; or a bachelor’s degree with no less than 15 hours in accounting related courses and one year of financial experience. Prefer experience in higher education. Candidates with an equivalent combination of experience and/or education are encouraged to apply.
Required Knowledge, Skills and Abilities
The Budget and Data Analyst should have considerable knowledge of the principles, theories and practices of accounting, budgeting, and financial management. Reasonable knowledge of federal and state governmental regulations and statutes governing the area of work is required.
The position requires the ability to build relationships with a variety of individuals including academic leadership, staff representing offices across the division, and internal and external constituents, by practicing excellent communication skills.
The Budget and Data Analyst shall have the ability to think critically in order to independently analyze and identify data anomalies in complex accounting data, as well as create and maintain reports to research and reconcile accounting data. The position requires the ability to assist in the development, promulgation and interpretation of accounting and budgeting procedures and the ability to contribute to management-level financial reports requiring in-depth research and analysis of accounting records and financial systems.
The Budget and Data Analyst establishes priorities, organizes workflow, and manages multiple tasks, and projects, as well as follow-ups and meeting deadlines.

Under the direction of the Senior Finance and Budget Director:
Provides support for the divisional budgeting processes, including reporting, projections, and analyses, as assigned. Initiates and monitors recurring and non-recurring budget transfers, as directed or self-identified. Assists and supports team members across the division in learning the university’s financial systems, financial reporting tools, and fiscal policies and procedures.
Initiates requisitions, expense authorizations, and inter-departmental transfers. Processes invoices. Requests and tracks payment for various Office of the Provost orders and bills, including but not limited to NCFDD subscription, annual job posting subscriptions, immigration attorney bills, and Faculty Research and Development small grants program. Initiates budget transfers for the Office of the Provost, as directed, including transfers that do not lie entirely within one school or sub-division.

Calculates operating expenditures and certain personal services expenditures, allots appropriated funds, monitors fund changes, reconciles personnel and operating expenses, and notifies supervisor (Senior Finance and Budget Director) of unbudgeted actions. Ensures the accurate documentation of all budget transactions. Provides budget review for the following personnel actions within the division: temporary hires and renewals, temporary salary adjustments, bonus requests, faculty additional pay requests, and per-course instructional pay (e.g. adjunct, Summer School, and roster faculty instructional overload pay).

Assists in the maintenance and use of the division’s financial and human resources systems, including Banner and BDMS for faculty records, the Teaching Effort workflow system, Cognos reports used by the Office of the Provost, key divisional resources in the Hub, and Academic Affairs email groups. Under the direction of the supervisor (the Senior Finance and Budget Director) or the Associate Provost for Finance and Faculty Affairs, maintains written guidelines and communication regarding instructional pay policies and the Teaching Effort workflow system. Assists and supports team members across the division in learning to use these systems, with particular attention on deans’ office team members, representatives of offices reporting directly to the Provost, and representatives of academic units.

Responsible for the integrity of faculty data that crosses offices, ensuring the consistency of data that are coded in the Office of the Provost, the Office of Human Resources, and Budgeting and Payroll Services. Works closely with the Office of the Registrar to ensure the integrity of data that are managed by both offices, including instructional assignment data for co-taught course sections. Works with the Data and Reporting Analyst, Office of Institutional Research, regarding the resolution of any errors or inconsistencies in these data.
