DEPARTMENT OVERVIEW
UC Legal - Office of General Counsel (OGC) delivers ethical, timely, efficient and high quality legal services to the University of California ten campuses, five medical centers, and the Lawrence Berkeley National Laboratory, as well as to the Board of Regents, the President, the Chancellors and other officers of the University. Its services include prosecuting and defending litigation, drafting and negotiating agreements, providing advice, counsel and interpretation of laws, regulations and policies, and assisting with development of effective compliance and risk mitigation strategies to facilitate the University's complex operations.
POSITION SUMMARY
Reporting to the Senior Finance Manager, the Financial Services Analyst 3 uses skills as a seasoned, experienced financial services professional responsible for a wide array of financial services for a fast-paced, challenging, supportive office of over 100 staff and attorneys combined. Leads financial processing functions including Accounts Payable, Accounts Receivable, Cashiering and Collections for accuracy and ensures that daily operations run smoothly. Independently manages the legal timekeeping process and provides guidance and assistance to colleagues submitting requests for reimbursement. Assists the preparation quarterly budget projections and reporting. Success in this position requires strong time management and organizational skills. Also important is excellent customer service and interpersonal skills. Key Responsibilities
45% Financial Services - With minimal supervision, applies financial services concepts (i.e., accounting, accounts receivable, accounts payable, collections and billing), to resolve issues, and prepare business process procedures and policy recommendations. Leads financial processing functions which may include Accounts Payable, Accounts Receivable, Cashiering and Collections for accuracy and that daily operations run smoothly. Department resource on new policies and procedures to create an effective teamwork environment. (i.e., Service Now, Express, PTA applications) Applies a wide variety of internal and external policies and regulations to address a range of issues such as regulatory compliance, tax implications, recovery of cash, risk management, and the organized implementation of a diverse range of financial services for departments. Recommends and implements quality customer service standards and procedures to affect various constituencies, including internal department and external vendors. Assesses, recommends, and implements changes as needed to ensure financial processes maintain compliance with federal and state requirements and internal financial/audit policies. (i.e., State Funding regulations, new T&E policies)
30% Accounting - Creates, analyzes, and gives recommendations for complex summaries and proposals relative to a diverse range of topics to include new financial procedures and/or services, changes in legal regulations, tax implications, et cetera. (i.e., State Funding regulations, new T&E policies) Manages attorney timekeeping process. (i.e., setting reporting needs, collection, analyses and reporting)
20% Budgeting / Forecasting- Annual Budget / Quarterly Forecasting input, analysis and reporting (Planning and Budgeting System (PBS)). Research and review financial data from the General Ledger (i.e., Account Reconciliations). Creating Financial reports using various financial systems.
5% Train and cross train with other legal staff to create an effective teamwork environment.
Experience
Minimum of 5 years of relevant working experience required.
Skills and Abilities
Required Qualifications
Thorough knowledge of financial processes, policies and procedures. Strong proficiency in the use of spreadsheet and database software. Strong interpersonal skills, analytical skills, service orientation, active listening, critical thinking, attention to detail, organizational skills, effective verbal and written communication skills. Ability to multi-task in a high volume environment. Sound judgment and decision making; ability to develop original ideas to solve problems. Ability to function effectively as a member of a team. Ability to adapt to changing priorities.
Thorough knowledge of financial data management and reporting systems. Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. Leadership skills to provide guidance, coaching and mentoring to professional and support staff.
Education
Bachelor's degree in related area and / or equivalent experience / training required
Travel Requirements
5% Rare business travel
SPECIAL CONDITIONS
The person hired will be required to reside within California and report to work on-site at UC's Office of the President (UCOP) located in Oakland, CA on a regular basis. Current policy requires that a new employee work on-site at least two days a week on Tuesdays and Wednesdays ('anchor days').
Payscale: $86,000 - $105,000 annual salary, commensurate with experience
The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
