The Office of the Chancellor is the lead administrative office overseeing all areas of the University of California, Santa Cruz. As part of the Chancellor's Office, the Office of Campus Counsel supports the mission and purpose of the University of California, Santa Cruz campus and the UC system-wide Office of General Counsel. The Office of the Campus Counsel is responsible for representing the campus on all legal matters, including supporting the Office of Privacy & Information Practices. Privacy & Information Practices administers the campus's response to requests for public and subpoenaed University records and provides technical and practical assistance to the campus on matters related to public access to and disclosure of information maintained in University files. As representatives of the Chancellor's Office, immediate staff are expected to model the UCSC Principles of Community in their interactions with senior leaders, faculty, students and staff at all levels of the organization, with colleagues throughout the UC system and in their interactions with agencies, organizations and individuals outside of the UC system.
Under the general supervision of the Privacy & Information Practices Director, the Privacy & Information Practices Analyst serves as a knowledge expert in the arena of public records, information practices, and third-party subpoenas. The Privacy & Information Practices Analyst accepts, examines, analyzes, and processes public records and information practices requests, and subpoenas within legal time constraints of the California Public Records (CPRA), Information Practices Acts (IPA), and related statutes and the University of California policies and contributes to maintaining a privacy program that promotes privacy policies, standards, and practices. The incumbent must work in an environment that requires a high level of confidentiality.
Budgeted Salary: Salary Range $80,300 - $93,400/annually. Salary commensurate with skills, qualifications and experience. Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.
Analyzes records and record requests within the context of the regulatory environment, ensuring non-disclosure when appropriate. Analyzes subpoena and supporting documentation to determine validity and adequacy.
15% - Electronic Discovery
Performs or coordinates electronic and forensic collections and internal investigations.
Assists Campus Counsel's office in the collection of electronically stored information. Creates electronically stored information productions.
15% - Record Retrieval/Internal Communication
Conducts the fact gathering necessary for the retrieval of records and information.
Identifies and contacts internal staff record custodians at all levels providing details of request and overview of laws and regulations, communicating the university's obligation to respond, and coordinates collection with record proprietors.
15% - External Communication
Interacts with external entities to negotiate due dates and obtain documentation sufficient for release of confidential and highly sensitive medical and mental health, including doctor-patient and psychotherapist-patient privileged records, employment, and education records.
Drafts, edits, and modifies documents including correspondence, reports, presentations, and proposals for external transmission and/or review by director, analysts, attorneys, and/or paralegals
15% - Organize Records
Filters, scans, organizes, and synthesizes large quantities of records (electronic and hard copy) and other information for own action or by director, analysts, attorneys, and/or paralegals.
15% - Privacy Program
Contributes to maintaining a privacy program that promotes privacy policies, standards, and practices which align with legal requirements and the UC Privacy and Information Security Initiative (PISI).
Reviews agreements under negotiation with suppliers or other third parties with which University data is shared, to ensure that UC privacy, data breach, and confidentiality requirements are met.
5% - Training
Provides formal and informal training to individuals or small groups as needed, or upon request.
Bachelor's degree in related area and / or equivalent experience and / or training.
Strong command of current desktop technology including word processing, databases, spreadsheets, web browsers, e-mail, etc., and ability to quickly learn new technologies and software programs.
Ability to take data, information, and records from a variety of sources and compile into a single comprehensive package.

Knowledge of project management concepts and electronic evidence rules and laws.
Ability to process, load, and troubleshoot native data into eDiscovery platforms throughout the entire eDiscovery lifecycle.
Knowledge of UC processes, protocols, and procedures.
SPECIAL CONDITIONS OF EMPLOYMENT
