Essential Functions: Ensures export control compliance by assisting with regulatory and compliance investigations including: researching potential violations, researching questions about export control regulations, maintaining a central database of export control cases, and providing support for the Export Control Advisory Committee. Reports to Manager, Export Controls and Regulatory Affairs. Responds to inquiries regarding export control regulations and assists in the investigation, analysis and resolution of cases. Researches and analyzes legal sources such as statutes, recorded judicial decisions, legal articles, treaties, constitutions, and legal codes pertaining to issues related to any area of research compliance. Monitors and reviews relevant export related laws and regulations to ensure that the university is aware of new requirements.Assists in developing, coordinating and maintaining institution-wide compliance program to identify, prevent, and respond appropriately to potential violations of federal laws and regulations as they apply to export control requirements.Assists Principal Investigators and other members of the University community in understanding compliance issues associated with the transfer of materials, restrictions on publications and restrictions on foreign nationals.Provides support for Export Control Compliance Program by preparing documents and maintaining program records. Assists in development and implementation of export control education program for the University community. Prepares informative or explanatory materials on export control laws, regulations and related university policies for use by university faculty and staff.Maintains correspondence and documentation on export control cases; maintains export control database and generates reports as required.Maintains knowledge of University policies and procedures, and develops expertise in searching federal export control regulations and utilizing Visual Compliance applications. Performs other related duties as assigned.
Qualifications: Requires a Bachelor's degree in paralegal studies from an American Bar Association approved paralegal education program OR a bachelor's degree in any field and completion of an approved program of study for legal assistants plus a paralegal certificate issued by the National Federation of Paralegal Association or National Association of Legal Assistants. Candidates with an equivalent combination of educations and experience may be considered. Requires 2 or more years related experience in a legal and/or regulatory compliance setting. Higher education experience related to academic compliance is preferred.Excellent oral and written communication skills. Strong analytical and problem-solving skills and demonstrated inductive and deductive reasoning abilities. Ability to analyze legal materials for internal use. Ability to organize, maintain, and track files of important case documents.Ability to conduct research for attorney, collect and analyze evidence for export control inquiries, and prepare relevant written reports for use in internal export control cases. Demonstrated skills using computers and various software packages (Microsoft Office, excel and PowerPoint, Lexis-Nexis, Westlaw, and eCustoms). Demonstrated skill in using computer databases to retrieve, organize, and index various materials.
